This position will be located at the Roadside Environmental Office in Division 12. Position will supervise lower-level Engineering Technicians, with duties including but not limited to reviewing daily inspection reports, scheduling project personnel and project field reviews. Position will work closely with Division Roadside Engineer to ensure that contracts for Rest Area Maintenance, Selective Vegetation, Mowing, Sweeping and Irrigation are prepared and administered correctly. Position will provide technical guidance to the Roadside Environmental Unit crews and assist the Division Roadside Engineer in ensuring the successful delivery of work plan and provide prompt responses to maintenance needs. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Experience in contract administration and/or contract development + Working knowledge of herbicide and pesticide materials available for use in vegetation management regimes + Experience in supervision, reviewing daily inspection reports, scheduling project personnel and project field reviews. + Experience working with project plans, pay item quantities, proposals, estimates and basic landscape guidelines. + Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision. Additional Expectations: Management prefers applicants with thorough expertise and understanding of concepts, practices, and theories used in Roadside Environmental. Ability to serve as a technical expert while independently accomplishing assigned tasks. Thorough knowledge of state and/or federal rules and regulations for Roadside Environmental to ensure compliance and provide guidance/interpretation. Ability to independently conduct complex inspections for compliance with contract agreements, standards/codes and specifications. Ability to effectively use verbal and nonverbal skills to express complex technical and/or program concepts to related facts in a clear, concise, organized, and persuasive manner. Ability to function in a full supervisory role for direct reports. May require ability to perform/supervise several administrative functions. Must be able to legally drive a state vehicle. Safety toe footwear will be needed for this position. Prefer that employee have experience in grounds management as well as contract development, administration, and inspection.
