POSITION DESCRIPTION:Assist with the development and maintenance of Pavement Design Manuals, Procedures, and Standard Plans. Provide input, develop requests, and review specifications and pay items related to pavements. Coordinate research efforts by Design, Materials, Traffic, and Planning to ensure accurate input into the pavement design processes. Assist with monitoring and participation in research such as from the Transportation Research Board, Federal Highway Administration, the National Cooperative Highway Research Program, and other States. Review and evaluate technical literature. Recommend incorporation of findings into Department procedures where appropriate. Assist in Design Exception and Design Variation reviews. Also assists in Quality Assurance Review and Analysis activities such as reviewing or participating in a joint review and analysis process in the field or office. The incumbent must exercise sound judgement in the review of Design Exceptions, Design Variations, and Quality Assurance Reviews. Assist in the production, development, and delivery of training materials, guidance documents, and handbooks. Prepare presentations, technical documents, and training materials for use in instruction related to the office mission and core duties through the use of computer web, and audio. Assists with coordination with Central Office, District Offices, Federal Highway Administration, and Industry (consulting, utility, contracting) engineering staff who submit engineering documents for review. Provide assistance to the other areas of the Quality Assurance and Engineering Support Section. This assistance could include any of the following areas: Freight and Multimodal Operations Reviews, Value Engineering, and Risk Management. KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of flexible and rigid pavement design principles for new construction, rehabilitation, and preservation. Knowledge of FDOT’s pavement condition ratings and data collection methods. Knowledge of roadway design concepts and terminology. Skill in the use of Microsoft Word, PowerPoint, and Excel software programs. Ability to analyze and interpret roadway design criteria and requirements. Ability to apply engineering quantitative techniques. Ability to solve problems relating to pavement and roadway design. Ability to plan, organize, and coordinate work assignments. Ability to communicate design information effectively verbally and in writing. Ability to establish and maintain effective working relationships with others.
