Engineering Sustainment Supervisor
**Overview** The United States Coast Guard operates a network of towers and facilities that serve as the primary means of communication for the USCG and distressed mariners in Alaska. This position is for the sustainment team lead, and will be based in Anchorage or Kodiak. This position will lead a team of Engineering Technicians, Electricians, Communications and Network Technicians, and Mechanics dispersed across Alaska to complete preventive and corrective maintenance to all systems at over 63 remote facilities. A Sustainment Manager independently plans and accomplishes complete projects or studies of broad scope and complexity. Or serves as an expert in a narrow aspect of a particular field of engineering, e.g., environmental factors affecting electronic engineering. **Responsibilities** + Complexity of assignments typically requires considerable creativity and judgment to devise approaches to accomplish work, resolve design and operational problems, and make decisions in situations where standard engineering methods, procedures, and techniques may not be applicable. + Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. + Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. + Supervisor or professional engineer provides advice on unusual or controversial problems or policy matters; completed work is reviewed for compliance with overall project objectives. + May supervise or train and be assisted by lower level technicians. + Performs, at this level, one or a combination of such typical duties. + Prepares designs and specifications for various complex equipment or systems (e.g., a heating system in an office building, or new electronic components such as solid-state devices for instrumentation equipment). + Plans approach to solve design problems; conceives and recommends new design techniques; resolves design problems with contract personnel and assures compatibility of design with other parts of the system. + Designs and coordinates test set ups and experiments to prove or disprove the feasibility of preliminary design; uses untried and untested measurement techniques; and improves the performance of the equipment. May advise equipment users on redesign to solveunique operational deficiencies. + Plans approach and conducts various experiments to develop equipment or systems characterized by (a) difficult performance requirements because of conflicting attributes such as versatility, size, and ease of operation; or (b) unusual combination of techniquesor components. + Arranges for fabrication of pilot models and determines test procedures and design of special test equipment. + Supervises engineering personnel. Provides technical and specialized functional services and recommendations for carrying them out. + Administers of personnel functions, which may include selection and placement of personnel, performance evaluations, promotions, salary adjustments, disciplinary action, training, and development. + Submits cost reduction proposals, investigates proposals from other sources, compiles appropriate information, makes recommendations for action, and checks on results obtained. + May recommend measures to improve methods, performance, quality of product or service, and suggests changes to increase efficiency. + Leads and directs the work of other employees. + Typically has authority for personnel decisions related to hiring, performance, and disciplinary actions. **Qualifications** + Bachelor’s degree in electronics, telecommunications, computer science, information systems, engineering or engineering technologies or related discipline from an accredited institution or have equivalent experience. + Experience and demonstrated knowledge of VHF/UHF Land Mobile Radio (LMR) technologies and experience in maintenance of network based autonomous LMR systems is desired. + This position must have training and at least three years of experience as a certified ETA International General Communications Technician – Level 2 or equivalent.
