Responsibilities At the Full-Performance Level, the duties will be: Performing and coordinating activities in support of procurement actions for Architect-Engineer contracts, and as alternate Design Quality Control/Quality Assurance (Design QC/QA) Engineering Technician. Applying a thorough knowledge of policies, procedures and applicable regulations in support of review activities for designs and other engineering products. Operates independently in planning and carrying out assignments within the general framework established. Coordinates with Supervisor or other technical experts on new or unusual technical problems and variations in established policy, solutions are arrived at jointly. Manages own workload and independently develops time schedule for meeting deadlines. GS-05 Specialized Experience: One year of specialized experience which includes nonprofessional, technical duties in the preparation and review of specifications and cost estimates for service contracts, monitor status of a variety of projects and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course completed of undergraduate education or a Bachelor's degree in engineering, engineering technology, or construction management, or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience which includes preparing monthly and final contract estimates, monitoring budget expenditures, editing correspondence, file maintenance and timekeeping. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: Completed at least 1/2 year (if determination from your school cannot be made this is typically identified as 9 semester hours) or more of graduate level education at an accredited college or university in engineering, engineering technology, or construction management, or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your graduate semester hours of by 9. Add the two percentages. GS-07 Specialized Experience: One year of specialized experience which includes assisting in the interpretation of plans & specifications and identifying inconsistencies or other deficiencies in technical data to ensure an acceptable construction solicitation for various in-house and A-E designs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: Completed one full year (18 semester hours) of graduate education in engineering, engineering technology, or construction management, or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience which includes performing a variety of contract administration duties to include preparing documents for change requests; processing of contractor progress payment requests; review of progress reports; and managing timely execution, delivery and reporting into a performance evaluation database for all A-E Contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Completed one and a half years (27 semester hours) of progressively higher level graduate education leading to such a degree in engineering, engineering technology, or construction management, or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 27. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes performing a variety of contract administration duties to include preparing documents for change requests and modifications; processing of contractor progress payment requests and progress reports; managing timely execution, delivery and reporting into a performance evaluation database for all A-E Contracts; preparing Quality Assurance (QA) and safety reports; and using AutoCAD to review and edit contract drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Completed two full years of graduate education or a master's degree in engineering, engineering technology, or construction management, or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 36. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Manages and Organizes Information Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Time in Grade Requirement: GS-05 - There is no Time-In-Grade Requirement for the GS-05 grade level. GS-06 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-07 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). GS-08 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
