Summary You will serve as an ENGINEERING TECHNICIAN in the SHIP TO SHORE CONNECTOR PROJECT OFFICE-115 of SUPSHIP GULF COAST. Responsibilities You will be directly responsible for contract administration of new construction, conversion, design, development and/or overhaul contracts. You will be responsible for planning, managing, and evaluating auxiliary and other craft systems for Ship to Shore Connector (SSC) testing requirements, including Gas Turbine Engines, Propulsion Drive Trains, and Hydraulic Systems. You will provide consultative services, monitor various programs, and review and approval of engineering studies, drawings, test procedures, technical manuals, other technical documentation, and design change proposals. You will assist in the coordination of tests, milestones, trials requirements, and functional support needed to execute the ship build to test plan, milestone management for the government, and witness testing on board craft under construction. You will coordinate, review, evaluate, and resolve complex engineering issues prepared by the shipbuilder, contractor organizations, or the design agent to assure the SSC mechanical systems are installed and tested in accordance with the test plan. You will resolve system engineering, installation, testing, and operational issues and support special event testing to proof system functionality and to resolve unique problems. You will witness testing dockside and on sea trials. You will provide waterfront support to the various project offices in the resolution of engineering and testing problems. You will review detail design drawings, shipboard system diagrams, calculations, test procedures/reports, technical manuals and purchase technical documents to ensure specification compliance, good engineering practice and documentation completeness. You will assist the Test Director during Builder’s Trial (BT) and Acceptance Trials (AT) to provide overall coordination and management of the trials. You will anticipate major problems, recognize future needs, and assist in the development of policies, standards, procedures, and instructions for carrying out the Total Ship Test Program (TSTP). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: using technical engineering practices and procedures to test and evaluate Hull, Mechanical and Electrical (HM&E) systems or resolve problems affecting the efficiency of a ships construction, overhaul, or repair project.
