The primary purpose of this position is to serve as an advanced Engineering Technician in support of engineering programs and development. Responsibilities Participates in the evaluation of programs and development of plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing knowledge of electrical engineering. Prepares engineering drawings utilizing computer design software and reviews drawings for compliance to A/E/C CAD Standards. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Performs work in the construction management, design, and/or operations and maintenance (O&M) functions. Coordinates projects with architects in other disciplines or with engineers. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802 Engineering Technical Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes the employee utilizes practical knowledge of a wide range of technical engineering methods, principles, techniques and practices to appropriately evaluate various programs and the development of plans for new construction or renovation/improvements to existing facilities. Projects range from small renovations to large complex projects in which the employee analyzes various data (such as code compliance issues or system deficiencies) obtained through site investigations regarding mechanical and/or electrical systems and evaluations of existing conditions of facilities with as-build/record drawings. The employee is also required to utilize common and basic formulas to calculate and compare costs of the required scope of work as well as the Property Replacement Value (PRV) in order to make determinations, report findings, and to advise on what would be the best use of facilities and funding resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of engineering concepts, principles, and practices and familiarity with other architecture and disciplines to perform routine projects with complete responsibility, or portions of large and complex projects. Knowledge of projects requirements related to Computer Aided Drafting (CAD) A/E/C Standards to evaluate digital drawings compliance. Skill in making informed decisions on problems and issues concerning the Public Works construction projects and advising and/or resolving other difficult but well-precedented, factual, procedural, and/or recurring issues. Ability to analyze segments of broader issues or problems (e.g., the impact of a change in one area on the entire system) involved in different but involved Department Activities. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions. Ability to communicate effectively both orally and in writing, plan and organize work, and coordinate with other engineering disciplines, architects, and other professional organizations and contractors. Skill in storing, cataloging, maintaining, and updating as-built drawings on computer storage media and printed form. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
