Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Engineering Technician performing technical duties in support of planning, coordinating, and executing the District's Dam & Levee Safety Programs for the Dam & Levee Safety Section Chief, the Dam Safety Program Manager (DSPM), and the Levee Safety Program Manager (LSPM). Responsibilities Performs technical engineering layout and design support work and drawings using state-of-the-art systems. Assists engineers/geologist in performing layouts, foundation maps, geologic cross-sections, boring plans, exploration plans, and complex designs for large flood risk reduction structures (dams, levees, floodwalls, navigation channels, etc). Provides technical guidance to other technicians and advises engineers on a variety of CADD, GIS, and technical matters such as overall geometry of structures, foundation conditions, and various details which must be incorporated in the design. Develops preliminary and detailed cost estimates for completion of projects or major portions of very large and complex civil projects. Develops estimates for completion of supporting data and designs for risk assessments of national dam and levee safety projects. Develops preliminary and detailed reporting documents; and schedules and executes plan for completing activities at all dam and levee projects in the District’s area of responsibility. Monitors, coordinates, and reports on dam and levee safety work in progress; such as, routine inspections, periodic inspections, camera inspections, and other activities. Schedules, coordinates, and conducts field-oriented inspections, prepares reports and documentation, and makes recommendations if necessary. Supports the Geotechnical Branch with wide variety of tasks using surveying equipment. Minimum Qualifications for GS-07: Specialized Experience: One year of specialized experience which includes preparing formal communication documents using means such as email, letters, and memoranda; interpreting organizational mission areas with respect to key infrastructure and projects; participating in field inspections and/or evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year (e.g., 18 Semester hours) of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Minimum Qualifications for GS-08: Specialized Experience: One year of specialized experience which includes coordinating internal and external meetings; developing or maintaining technical information in a database or website; and coordinating the collection of data from instrumentation and/or system for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years (i.e., 27 semester hours) of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Minimum Qualifications for GS-09: Specialized Experience: One year of specialized experience which includes assisting in the evaluation of project schedule, budget, or performance; analyzing levee data from various sources to ensure compliance with wide range of regulations, policies, or procedures; and building and/or maintaining effective relationships internal and external to the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate level education or a Master's degree in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 27) by 9. Add the two percentages. Minimum Qualifications for GS-10: Specialized Experience: One year of specialized experience which includes establishing project inspection schedules; assessing the capability and/or reliability of the design, performance, or operation of dam systems; and providing technical reports and/or recommendations for stakeholders, local, state, or federal partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes developing and/or modifying work methods, approaches, or procedures; recommending solutions to resolve technical problems related to civil works projects; and reviewing completed work to ensure projects are in conformance with schedule and/or budget requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
