Summary About the Position: This position is for an Engineering Technician (Civil) in the U.S. Army Corps of Engineers, Rock Island District. Position may be filled at the GS-09, GS-10 or GS-11. Responsibilities Coordinates hydrographic survey and channel reconnaissance to maintain awareness of changing and uncertain channel conditions. Analyzes results of hydrographic surveys to determine the appropriate short and/or long term action necessary for assuring project dimensions in an efficient manner. Evaluate hydrographic survey trends, geomorphologic observations, and water level impacts to understand and recommend reasons for shoaling, need for channel training structures, and dredge material disposal needs. Make recommendations to the Chief, Channel Maintenance as to routine or emergency channel condition affecting navigation or dredging. Develops dredge cut layout and volume calculations and prioritizes dredge schedule to assure navigation mission is efficiently maintained. Directs maintenance dredging field activities by working with the project staff for in-house work and/or construction office for contract work. Perform all duties of a dredge inspector including dredge cut layout, quantity computations, survey QA, and other required documentation. Reviews plans, specification, and contract documents to assure contract operations are completed in accordance with those documents. Uses oral and written communication skills to prepare and provide briefings and technical presentations to the public, agencies, navigation industry, legislators and politicians at all levels. Studies shoaling trends to establish guidelines for optimal scheduling of hydrographic surveys. GS-09 Specialized Experience: One year of specialized experience which includes assisting with reviewing hydrographic surveys, working with a team to determine trends and develop a dredging schedule to maintain project dimensions, and working with higher graded technicians to develop dredge cut layouts and volume computations. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-08). GS-10 Specialized Experience: One year of specialized experience which includes assisting with coordinating and reviewing hydrographic surveys, determining trends and developing a dredging schedule to maintain project dimensions, assisting with dredge cut layouts and volume computations, and assisting with preparing and presenting technical dredging information to leadership, agencies, and to members of the public. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-09). GS-11 Specialized Experience: One year of specialized experience which includes independently coordinating and reviewing hydrographic surveys, determining trends and developing a dredging schedule to maintain project dimensions, develops dredge cut layouts and volume computations, and preparing and presenting technical dredging information to leadership, agencies, and to members of the public. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-10). You will be evaluated on the basis of your level of competency in the following areas: Engineering and Technology Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Education Additional Information Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond (6) years, up to eight (8) year. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
