Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Provide District Wide Construction support for the Resident Management System, a construction management system for managing Corps projects. Resolve engineering and construction issues centering on contract management ensuring program is consistent with implementation plan. Responsibilities At the full performance you will: Serve as a District Wide Construction support for the Resident Management System, a construction management system designed for managing Corps projects. Serve as a District Wide Resource for support for answering contractors on the construction quality control system (QCS), training and supporting the set-up of QCS on each new construction contract. Input appropriate construction and contract data into various computer databases and Area Office web page. Represent the Office Engineering Unit in pre-construction meetings with the contractor and Resident Office personnel. Prepare or revise final government estimates for contract modifications executed at the Resident Office. Maintain accurate status of all pending Contract Change Orders in the Resident Management System, and maintains frequent liaison with Project Managers and Program Analysts at the District office for each project/contract. Conduct periodic inspection of construction sites to perform field-engineering functions associated with contract administration, e.g., inspects materials to validate invoices for payment, conducts labor interviews, and verifies cost estimates. GS-07 Specialized Experience: One year of specialized experience which includes assisting senior staff with data collection, basic system support for RMS/QCS, and participating in routine inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, engineering technology, or construction management, or related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience which includes experience performing routine engineering technician tasks, such as assisting with construction project data collection, supporting contract management systems (e.g., RMS/QCS), and preparing basic engineering reports under supervision. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as engineering, engineering technology, or construction management, or related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes applying a wide range of engineering methods, principles, and techniques to analyze data from a variety of sources; applying standardized analytical and evaluative methods to advise on recurring issues related to construction project schedules; and utilizing project management software to prioritize, manage and evaluate projects, programs and portfolios. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering, Architect. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-10 Specialized Experience: I have one year of specialized experience which includes utilizing automated construction system such as the Resident Management System (RMS) and Quality Control System (QCS); applying engineering standards, regulations and procedures to complete work assignments, investigate difficulties encountered in field and office, and recommend solutions; and providing contract management support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11 Specialized Experience: One year of specialized experience which includes assisting in conducting analysis of complex functions and work processes to provide oversight of construction contracts and ensure efficient construction operations; providing technical support to area offices in the set up and use of automated construction systems such as the Resident Management System (RMS) and Quality Control System (QCS); and assisting with procurement support related to contract management for technical or administrate changes to contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
