SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted. Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience. Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience. A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience. Possession of an engineer intern certificate will substitute for all of the required experience. SUPPLEMENTAL QUALIFICATION REQUIREMENTS: Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts Function of Work: To perform highly complex and technical assignments requiring the demonstrated ability to interpret, select, adapt and apply diverse engineering guidelines, precedents, principles and practices to non-routine, highly specialized situations; to serve as a technical expert, advisor or consultant to other agency staff and/or consultants or contractors in a highly technical engineering specialty or program function. This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation. Level of Work: Expert. Supervision Received: Broad from an Engineer 5 or higher or comparable level professional manager of the agency served. Supervision Exercised: May exercise functional or regulatory supervision on a project or programmatic basis. Location of Work: May be used by any State agency. Job Distinctions: Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field. Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings. Examples of Work 35% Responsible for inspection and evaluation of public railroad crossings (on & off system) located within District 03. Uses the resulting information and evaluations to resolve issues at problem crossings and to upgrade crossing data in the state maintained inventory system (RIMS). Receives complaints from the general public, via phone, e-mail and in person concerning deterioration of railroad crossings, malfunctioning signals, high profile crossings, and other safety related rail issues. Coordinates a resolution between the associated representatives, individually and at the request of the District Engineer Administrator, for on-site inspections of railroad crossings and other railroad crossing concerns when LA DOTD interests are involved. 20% Functions as the Project Engineers lead inspector for inspections of newly constructed railroad crossings, installation of cantilevers and signals, repair of existing crossings, and other railroad related projects. Works with the Project Engineer and his/her staff to ensure daily work reports are complete, quantities are recorded and verified, estimates are prepared and accurate, as-builts are complete, and the 2059 is complete and turned in. Attends the final inspection with the Project Engineer once the project is complete. 10% Visually inspects, on a quarterly basis, all district-wide railroad crossings to determine condition of roadway approaches, track conditions, crossing signals and vegetation/sight clearance issues. Maintains a record of all inspections. PERMITS 30% Functions as the permit section’s lead inspector on all permit related construction activities within the district and ensures work is performed in accordance with DOTD specifications and approved drawings. Reports any findings of non-conformance to the respective Area Engineer, ADA of Engineering, and District Permits Specialist. Utilizes expertise and knowledge to suggest any corrective actions necessary.
