SUPPLEMENTAL QUALIFICATIONS:
Three (3) years of experience in utility relocation, the issuance/approval of utility and/or driveway right-of-way permits, or in field construction inspection work. The experience must be comparable to an Engineering Technician 4 or higher in state service.

Examples of Work:
45% Reviews and approves, or recommends for approval of all applications for project, pipeline, utility, driveway and geophysical permits to occupy DOTD right-of-way in the District; interprets appropriate permit specifications, applying them to the individual application at hand, employing a detailed knowledge of the Department’s policies, procedures, and specifications as well as good construction and engineering practices.
15%Schedules and conducts meetings with Project Engineers, District Area Engineers, District Designers, Utility owners, other governmental bodies, consulting engineers, and other interested parties on a regular basis regarding the occupancy of DOTD right-of-way facilities not owned by DOTD. Explains the Department’s policies and procedures, ensuring that all requirements are met, provides input and guidance with the owner of the facility in question to accommodate their needs.
15% Maintains detailed records of all permits issued in the District and ensures that documents are properly entered in the computer database. Assists, reviews, coordinates and processes DOTD permits involving utility activities. Trains and supervises one subordinate in this duty.
10%Monitors and inspects ongoing work in the field associated with permits issued to ensure compliance with the permit as well as applicable policies and procedures. Prepares and submits monthly status reports to the ADA of Engineering. Trains and supervises one subordinate in this duty.
5% Reviews and makes recommendations on Joint Use Agreements proposed for DOTD Right-of Way to ensure that the use is appropriate and permitted by DOTD policy, and does not interfere with the principal function of the highway or DOTD facility in question.
5% Misc. – The incumbent must keep up to date on all training requirements. Enhances technical and management skills through participation in continuing education seminars and courses.
5% May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities. Maybe required to participate in ESF-1 District Operations.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
NOTE: Any college hours or degree must be from an accredited college or university.

To perform highly complex and technical assignments requiring the demonstrated ability to interpret, select, adapt and apply diverse engineering guidelines, precedents, principles and practices to non-routine, highly specialized situations; to serve as a technical expert, advisor or consultant to other agency staff and/or consultants or contractors in a highly technical engineering specialty or program function.
This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Broad from an Engineer 5 or higher or comparable level professional manager of the agency served.
Supervision Exercised:
May exercise functional or regulatory supervision on a project or programmatic basis.

Job Distinctions:
Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field.
Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings.
Examples of Work
Utilizes a substantial knowledge base of experience and training to perform the most complex duties of a specialized engineering nature. Provides guidance and technical training to agency personnel in other sections/districts.
Provides assistance and technical advice on non-routine, sensitive issues in area of expertise to professional engineers and agency executives.
Serves as an agency representative in meetings with local, State and federal government officials and elected officials; prepares important written reports or makes important oral presentations to outside entities.
Serves as a court-recognized expert witness.
Independently plans, prepares, accomplishes and/or monitors progress of agency programs and projects of substantial scope and importance to the agency.
Oversees the development of modifications to sophisticated engineering computer systems and software programs.
Develops new procedures/guidelines by utilizing the latest technology available in a specialized area; provides expert, technical advice to engineers and contractors regarding procedural, project or plan revisions.
Evaluates new concepts and procedures; establishes standards or policies that serve as agency-wide directives.
Manages a technical program with statewide responsibilities and impact; provides expert advice and guidance to field personnel; resolves field problems; approves field recommendations, thereby ensuring compliance with regulations and policy.
Provides unique solutions to non-routine problems; delivers analysis of data in completed format ready for inclusion in reports or presentations.
Analyzes complex designs, providing engineer with detailed analytical comments and recommendations; prepares and submits evaluations of consultants' or contractors' performance.
