This intermediate-level position in the Kinston Resident Engineer’s office serves as a lead project inspector on roadway and/or structure projects of varying complexity, supporting engineers in the administration of construction contracts. Position is responsible for monitoring contractor’s daily operations to ensure compliance with the contract, plans, and specifications. Specific duties will include but are not limited to observing and documenting the contractor’s operations, making measurements and calculations of pay quantities, and performing standardized material sampling and testing. Employee may be required to either work independently or as part of a larger team of Department employees and consultant inspectors. Employee will be expected to supervise and train lower-level employees and pr ovide technical assistance and on-the-job training as required. Position will also ensure compliance with both NCDOT and external environmental agency erosion control and permit requirements. Employee must be able to obtain and maintain certifications required to perform material sampling and testing. Work may include other duties and responsibilities as assigned. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Working knowledge of NCDOT highway and bridge construction + Working knowledge of contracts, plans, standards and specifications + Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications + Demonstrated ability supervising the work of lower-level technicians in order to obtain desired results + Demonstrated ability to lead co-workers on assigned tasks Additional Expectations: The ability to communicate effectively with co-workers, contractors, and the general public is needed for this position. The employee must be able to apply math skills such as basic algebra, geometry, and trigonometry. A close visual acuity is needed to use testing equipment, read plan details, make accurate field measurements, and inspect roadway and structure components. Proficiency in the use of computers and electronic tablets in the record keeping of field data is needed. The employee must make independent decisions using sound engineering judgment and a pply Department safety standards and program to operations. The employee may be exposed to hazards including construction equipment, high traffic volumes, and heights over water or traffic. This position involves working outside in varying temperature and weather conditions. Job duties involve performing moderate physical activity such as standing, walking, climbing, and kneeling and the ability to lift 50 pounds. The employee must be able to work nights, weekends, and holidays as required, to any assigned project in Division 2. The employee must be able to safely operate a state-owned vehicle in the daily performance of duties. Safety toe shoes are needed for this position. Minimum Education and Experience: Associate’s degree in Civil Engineering Technology, Survey Technology, or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience, or an equivalent combination of education and experience.
