Description of Work

This position is located in Division 11 in the District I Engineer's office in Surry County and is an advanced level position that will serve as a project roadway/structure inspector supporting engineers in the administration of highway construction. This position will be responsible for the processing and review of driveway permits, site plans, utility and non-utility encroachment agreements, subdivision plans, and road additions/abandonments. Employee in this position will monitor contractor's daily operations and perform and/or review test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions. This position will perform on-site inspections for compliance to NCDOT specifications for driveway permits, encroachments and subdivisions. Employee in this position will conduct preconstruction meetings with requesting parties. Employee will perform field inspections and prepare deficiency letters as it relates to road additions, driveway permits and encroachments. Employee in this position will meet with utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures, answer questions, and address complaints from the general public by telephone, written correspondence, or in person. This position will assist the Division as needed during emergencies and inclement weather. This position will also assist the District Engineer with other tasks as assigned.
Knowledge, Skills and Abilities / Competencies

Additional Expectations:
Evaluate and apply engineering judgment to plan interpretation. Establish positive lines of communication between technicians, engineers, and contractors. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Knowledge and skill in using general office software on computers and tablets. Must be able to work nights and weekends as needed, on any assigned project within the Division. Experience with HICAMS and SharePoint is preferred. Perform a variety of inspections and survey duties for erosion control, material testing, earthwork, asphalt, structures, and traffic control. Apply safety philosophy and program to all operations. Safety toe shoes required.
Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
