Checks project plans and contract documents for accuracy and completeness. Assists in developing specifications for construction contracts. Prepares contract award package and ensures timely execution of the contract in accordance with Fairfax County purchasing regulations and department policy. Manages and maintains branch standard documents, including timely filing of project documents and archiving contract files. Creates and maintains databases related to project information. Produces various reports using different software programs. Initiates licensure and OSHA safety record research required to make contract award. Duties are performed under the general supervision of the chief and senior project engineers of the WDCD. Complies with Capital Facilities' safety program and guidelines. DUTIES AND RESPONSIBILITIES + Researches and responds to questions from citizens, contractors, and other agencies which required the specific knowledge of OSHA regulations and other agencies lines of business such as Park Authority, FCDOT and VDOT. Assists in update of project websites. Maintains and updates database for tracking project status and VDOT permits which require specific knowledge of length of permits, number of extension and the permit read statements. Prepares arc view maps for projects, board items, and project completion PowerPoint presentations. + Participates in the final inspection or review of plans or projects, such as sanitary sewer, rehabilitation projects and pump stations. Supports all aspects of project management from project inception through bid advertisement. Reviews invoices for the Engineer IV's approval. Works closely with the consultants and local, state, and federal agencies to identify and obtain all required permits. Coordinate reviews from all internal sources including the using agencies, track all comments and back check documents to verify comments are corrected. + Under the supervision of the Engineer IV performs tasks for small projects to ensure projects are of highest quality and meet the budget and schedule goals. Reviews shop drawings ensures timely RFI responses, issues field orders and RFPs, routinely reviews progress on-site, ensures quality control and conformance to construction documents, tracks CPM schedule data, coordinates project close-out including punch lists, training, O&Ms, as-builts, warranty, and final close-out. + Attends and/or may conduct meetings as required, coordinates with the Land Acquisition Division to ensure all land rights are obtained if needed. NOTE: This position may not exceed 1,560 hours per calendar year. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work. CERTIFICATES AND LICENSES REQUIRED: A valid driver's license. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: + Experience operating keyboard driven and computer equipment. + Ability to apply basic engineering principles to the solution of problems. PHYSICAL REQUIREMENTS: Ability to carry files, plans, and other materials around 40 -50 lbs. Ability to operate keyboard and duties performed in a normal office environment. Must be able to physically negotiate rough terrain and typical construction sites. All duties performed with or without reasonable accommodations.
