Location: Remote with occasional travel to Washington, D.C. Role: Delmock Technologies, Inc. is seeking an Enterprise Architect to join our team. The Enterprise Architect will be instrumental in developing, maintaining, and promoting USCIS’s Enterprise Architecture (EA) framework. This role ensures all IT investments, capabilities, and acquisitions align with organizational objectives, federal regulations, and enterprise governance standards. Responsibilities: Design and maintain a unified framework for enterprise architecture that integrates business, performance, data, services, and technology layers. Develop and document system roadmaps, project plans, and architectural artifacts such as Concept of Operations (CONOPS) and segment architecture decomposition diagrams. Ensure alignment of IT investments, acquisitions, and initiatives with organizational policies, DHS directives, and USCIS Enterprise Architecture (EA) governance. Facilitate governance activities, including decision reviews, policy standardization, and compliance monitoring. Evaluate emerging technologies for adoption, including Multi-Cloud Computing (AWS, Azure, Google Cloud Platform), DevSecOps practices, and Agile development frameworks. Lead the design and management of the USCIS OIT Innovation Lab environment to pilot and test innovative IT solutions. Partner with product managers, program managers, and subject matter experts to define requirements and propose solutions that meet business needs. Provide guidance on security and privacy requirements across enterprise and segment architectures. Conduct problem scoping, market research, and alternative analysis to develop conceptual-level solution designs. Define and implement standards for IT solutions to ensure scalability, security, and compliance. Develop and maintain key architectural documents, including performance architecture models, logical data models, and service catalogs. Provide detailed reports, white papers, and briefings to leadership and governance bodies. Minimum Requirements: Bachelor's degree in computer science or a related field. 10+ years of experience in enterprise architecture, IT governance, and solution design. 5 years of proven experience in enterprise architecture development and implementation, preferably in a government or large-scale organization. Expertise in the following: Multi-Cloud Computing (AWS, Azure, Google Cloud Platform). DevSecOps practices, Agile development, and Continuous Integration/Continuous Delivery (CI/CD) pipelines. Technology architecture frameworks and tools, including data modeling and business process modeling. Federal IT governance frameworks and EA standards (e.g., TOGAF, DoDAF). Strong knowledge of security and privacy requirements for IT systems. Experience facilitating governance processes and preparing EA artifacts. Excellent analytical and problem-solving skills. Strong communication and presentation abilities. Ability to manage multiple projects and work collaboratively in cross-functional teams. Preferred/Nice to Have Skills: Enterprise Architecture Certification such as DODAF, OGAF, FEAC, or CEA. Cloud and DevOps Certifications Experience working within USCIS or DHS frameworks. Familiarity with the USCIS Information Technology Demand Management (ITDM) lifecycle. Background in designing and deploying service-oriented and component-based architectures.
