This position serves our partners at Minnesota’s largest state agency,** **the Department of Human Services (DHS)** **. The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.**
**_*This position is temporary, includes full state fringe benefits, and is anticipated to last up to three years._**
As an Enterprise Solutions Architect, you will proactively and holistically lead and support Enterprise Architecture activities that guide the development and management of a portfolio of solutions such as projects, systems (including applications, technologies, processes, and information), shared infrastructure services, and shared application services. You will work to understand the concepts of business goals, objectives and business outcomes, business capabilities, value-streams, and business processes and their importance in solution architecture. You will provide the necessary leadership, analysis, and design tasks related to support the development of technology solutions to ensure that solutions meet business needs and align with architectural governance and standards; create deliverables for managing the organization's portfolio of "to be" and "as is" solutions including systems (applications, processes, information, and technology), shared infrastructure services, and shared application services and components to enable and drive targeted business outcomes; advise Minnesota IT Services and MNsure and DHS and DCYF management on technical/architectural decisions and provide technical guidance to development staff; and also perform a wide range of systems software support activities and data base administration activities necessary to support the components of various related application and systems. You will have the ability to work independently and with other team members to create and support program applications within an object oriented server based environment.
**This position is currently eligible for full-time telework:**
+ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Position requires a minimum of six (6) years’ experience in design, development, and implementation of enterprise applications.
Experience must include:
+ Securely designing and implementing large scale enterprise applications/systems.
+ Applied expertise with architecting, solutioning, designing, and implementing large scale enterprise systems using Java/JEE, Service-Oriented Architecture (SOA) based web services technologies (like SOAP, REST, etc.)
+ All aspects of the Software Development Life Cycle (SDLC) and developing solution and technical architecture blueprints, diagrams, strategies, and roadmaps.
+ Cloud infrastructure and services experience, including design, build, and offering cloud based solutions.
+ Knowledge of architect standards and conventions such as TOGAF, COBIT, Federal Enterprise Architecture, Zachman, etc.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
**Preferred Qualifications**
+ Seven or more years’ experience in a progressive Enterprise Systems Lead role including prior experience in designing, solutioning, along with providing enterprise technical architecture standards and guidelines.
+ Experience leading architecture governance teams and committees and delivering presentations to senior-level executives and technical audiences.
+ Strong understanding of strategic and emerging technology trends, and the practical application of existing and emerging technologies to new and evolving business and operating models.
+ Understanding and knowledge of system development life cycle methodologies (e.g., waterfall, agile software development, rapid prototyping, iterative, DevOps, etc.)
+ Proven ability to work with technology vendors in delivery of various capabilities and solutions.
+ Experience working in the health and human services industry or business domain.
+ Knowledge of various development languages (e.g., Java, Python, etc.), various database technologies (Oracle, MySQL, MongoDB, etc.), aspects of technology architecture like integration, network, security, IT standards and conventions.
