About the position:

We are currently seeking an Entitlements Manager in our growing Birmingham/Tuscaloosa division Our Entitlements Manager determines the feasibility of a planned acquisition; facilitates the entitlement of a property, including obtaining zoning and governmental approvals; and maintains entitlements as well as due diligence for projects.

The person in this position is expected to attend public hearings, city meetings, and neighborhood meetings among other key duties. One should be comfortable speaking publicly as well as be able to think swiftly on your feet in order to successfully address and overcome any objections.

Essential Functions:

Plan, direct, and manage the activities of the Entitlements staff and any necessary consultants (such as civil engineers, land planners, hydrologic consultants, geotechnical engineers, etc.), adhering to all project schedulesComplete due diligence/feasibility analysis of projects prior to acquisition – including managing the process pertaining to obtaining entitlements from jurisdictional authorities such as zone changes, concept plans, preliminary plats, etc.Obtain Entitlements for projects – including all governmental approvals and negotiations with public agenciesRepresent the company at public meetings; attend meetings with city staff, public hearings, and/or neighbor meetingsOversee the preparation, submittal, and approval of all subdivision related plans and permitsDevelop and maintain working relationships with utility companies to identify location, availability, and guidelines for service to assigned projectsResearch and organize project costs to create feasibility budgets to determine financial viability of planned communities; work with local Division leadership to determine product mix and overall viability of potential projectsReview civil construction documents for consistency, cost saving measures, and constructabilityAlong with consultants, determine offsite utility/roadway improvements required for project feasibilityReview and evaluate scope of work for consultants, including development agreements, site plans, soil and wetland determinations, and other technical reports and/or dataOther duties as assigned

Supervisory Responsibilities

This position may manage up to two or more employees in the Operations Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
