The Work You Will Do: ENVIRONMENTAL ADMINISTRATOR-SES (37010830) Organization: Nonpoint Source Management (NPS) Program, within the Division of Water Restoration Assistance This position directly supervises three Environmental Specialist III positions, manages active grant agreements, and serves as a point of contact for project solicitation, evaluation, and selection of nonpoint source pollution management grants. The incumbent coordinates closely with the Nonpoint Source Program Administrator and Environmental Protection Agency representatives in applying for, reporting on, and tracking projects and financials for federal grants awarded from the Clean Water Act section 319(h). Pay: $60,121.08 - $67,125.00 annually (commensurate based on experience) Your Specific Responsibilities: This is an intermediate-level managerial position. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Assist the Program Administrator with developing and implementing statewide water quality management programs, including any state and/or federal funding sources. This work includes assisting the Program Administrator with implementation of the state nonpoint source management plan in accordance with the requirements set forth in state and federal law; developing regulatory and non-regulatory watershed management strategies; overseeing the development of standards and specifications for management practices to abate nonpoint sources; directing technical assistance and public education programs to help control nonpoint sources. Assist the Program Administrator with the grant solicitation and project evaluation process. The incumbent will act as a grant manager for selected projects. Assist the Program Administrator in coordinating with Environmental Protection Agency (EPA) to assure proper implementation of federal water quality programs; coordinating and negotiation with EPA on program and grant requirements for the nonpoint source programs; overseeing the development of specific project and proposals, oversee the EPA grant management process of federal grant applications, annual and management plan updates, reporting requirements, updates in the EPA Grants Reporting Tracking System (GRTS) or equivalent, and project closeouts. Work with the Program Administrator to implement accountability and standard operating procedures related to program activities. Track programmatic activities and develop reports on metrics and project activities and outcomes. Coordinate with the Program Administrator concerning appropriate financial management procedures. Assist with the tracking and reporting of financial information for grant funds. Develop and maintain constructive and cooperative working relationships with local, state, and federal agencies, local governmental entities, and other outside parties and stakeholders regarding program project requirements. Serves as a point of contact for information requests, intergovernmental reviews, special projects, correspondence, and coordination between the department and outside agencies and stakeholders. Provides technical supervision over staff serving as grant managers and acts as grant manager for special or selected projects. Provide guidance/training and direction to ensure the proper review of scopes of work, plans and specifications, contracts and agreements, reimbursement requests, supporting documentation, and other documents and information to complete program projects in accordance with program requirements and agreements. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling and mentorship to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews time sheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Performs other duties as assigned. Preferred Qualifications: + Bachelor’s degree in environmental, engineering, natural sciences, or business/finance management. + Knowledge of water quality issues, wastewater treatment practices, and nonpoint source pollution management. + Highly skilled in project management and managing federally funded grants/contract to include reviewing project invoice submissions, approving deliverables and tracking project timelines. + Is now or can become Florida Certified Contract Manager (FCCM). + Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida. + Ability to conduct business or process analysis. + Experience with management of federal funds. + Experience with environmental data management. + Superior organization and time management skills.
