Environmental Analyst II

The Massachusetts Military Division is seeking a professional to fill the role of Environmental Analyst II at Barnes Air Force Base. The purpose of this position is to prepare and review scientific reports, studies, and analytical data on environmental impacts and processes including those associated with the construction and/or operation of on-base facilities. These facilities can include waste disposal and sewage treatment plants, incinerators, and those pertaining to air and water pollution control measures. The Environmental Analyst II reviews and summarizes environmental data associated with applications for permits and citing of waste disposal facilities.

This role is also responsible for performing related duties such as collecting, compiling and correlating environmental data. The Environmental Analyst II will achieve success in this role through following manufacturers’ publications, meeting with manufacturers’ representatives, and attending conferences to keep abreast of the latest technical advances, new products, product prices, safety hazards, and specifications to provide technical advice on such matters as environmental impact and regulatory codes.

Under the supervision of the Base Environmental Manager, the incumbent provides expertise for base wide management of hazardous waste and recycling programs, and assists in pollution prevention efforts, and compliance requirements for all environmental permits in force. This position functions as a point of contact for the base hazardous waste operations.

Duties and Responsibilities

Hazardous Waste Duties:

Inspects hazardous waste accumulation points for accumulation start dates, record keeping, and overall compliance with state hazardous waste laws to determine compliance.Assist in determining corrective action for cases of violations of federal or state laws at satellite and central hazardous waste accumulation points and ensure that recommended actions are taken.Prepares required shipping manifests and documents for hazardous waste shipments and verifies delivery line items with the contractor and the defense reutilization marketing office (DRMO) as the government contracting officer representative (COR).Assists with internal environmental compliance audits and surveys as part of the environmental compliance program.Performs statistical analyses for hazardous waste generation.Updates and maintains base hazardous waste management plans and documents.

Solid Waste and Recycling Duties:

Serves as the base wide point of contact for recycling and advisor for solid waste; including but not limited to education and awareness.Updates and maintains qualified recycling plan including commodity market opportunities for recyclable materials in the local area.

Hazardous Materials Duties:

Assist HazMat with inventory checks, compatibility storage, and other duties as needed.

Tank Duties:

Assist the CE Tank Manager with inspections, minor preventative maintenance, coordinate maintenance and clean-outs with external companies as needed

Other duties as assigned.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
