Environmental Compliance Specialist
Job Description The mission of the New York Police Department is to enhance the quality of life in our city by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation. Under general direction, with wide latitude for the exercise of independent judgment and initiative, perform and be responsible for complex work in planning, coordinating and overseeing the development, implementation and ongoing maintenance of agency environmental compliance programs. Specific duties will include, but are not limited to: A. Oversee the development of contracts related to the environmental components of various construction and environmental projects, assist with procurement coordination, bidding negotiations. B. Conduct environmental compliance inspections covering a wide range of environmental compliance areas. i. Waste Management (RCRA/NYS REG) ii. Storm water (MSGP/MS4/SPDES) iii. Remediation of Petroleum Storage (PBS, SPCC) iv. Wetlands C. Engage in or conduct complex research, investigations, studies and examinations related to the environmental functions or activities of the agency, act as agency environmental liaison. D. Approve or supervise the design, engineering, inspection, construction, demolition and/or alteration of premises, installations and equipment to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules and regulations. E. Assist agency staff in the preparation of environmental permits. F. Assist in resolving environmental related violations. G. Supervise the installation, inspection and testing operations at job sites, as well as contractor activities. Ensure compliance with regulatory agency permits, regulations or programs including Spills, Brownfield Cleanup, Environmental Restoration Storm Water and Materials. H. Develop agency environmental program, establish policies and procedures related to scoping, planning, budgeting, and compliance and delivery methodologies; develop best practices for project execution and management. Develop agency environmental awareness and procedural standards and related training. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
