About this position:
This position is responsible for the completion of field investigation, analysis, and evaluation of environmental and cultural resources along the corridor of proposed projects in compliance with the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and Section 4(f) of the U.S. Department of Transportation (US DOT) Act and other environmental laws and regulations. This position is responsible for completing environmental and cultural resources reports for projects and coordination and consultation with the Federal and State agencies, the State Historic Preservation Officer, Federally-recognized Tribes, and Consulting Parties as necessary for proper research and evaluation of environmental and cultural resources. This position requires a valid Louisiana driver’s license to participate in field investigations and public and agency events. This position is eligible for a 10% base pay adjustment upon attainment of permanent status.
This position is eligible for premium pay for hours actually worked as follows:
0 months to less than 2 years $1.00/hour
2 years to less than 4 years $1.50/hour
4 years or greater $2.00/hour

A bachelor’s degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field.

To perform entry level work for departmental projects which require environmental evaluation and/or assessment through inspection, permitting, data collection and analysis, research and formulation of corrective actions or mitigation, and the preparation of environmental reports, including, but not limited to environmental assessments and environmental site assessments.

Examples of Work
This position is responsible for the completion of field investigation, analysis, and evaluation of environmental and cultural resources along the corridor of proposed projects in compliance with the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and Section 4(f) of the U.S. Department of Transportation (US DOT) Act and other environmental laws and regulations. This position is responsible for completing environmental and cultural resources reports for projects and coordination and consultation with the Federal and State agencies, the State Historic Preservation Officer, Federally-recognized Tribes, and Consulting Parties as necessary for proper research and evaluation of environmental and cultural resources. This position requires a driver’s license to participate in field investigations and public and agency events. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, and DOTD policies, procedures, manuals and directives.
20% Investigates and analyzes project impacts and prepares evaluations. Writes reports and other documentation on the environmental impacts of proposed projects, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements in compliance with the NEPA. This includes, but is not limited to, coordination and documentation in compliance with NEPA, Section 106 of the NHPA and Section 4(f) of the U.S. DOT Act.
15% Performs on-site environmental inspection of cultural resources, including archaeological sites and standing structures, along project corridors as necessary to gather data.
25% Writes reports for cultural resources investigations, including but not limited to Negative Findings, Phase 1 Cultural Resources Surveys, Findings of No Historic Properties Affected/No Adverse Effect/Adverse Effect documentation, in compliance with Section 106 of the National Historic Preservation Act.
10% Oversees and reviews/comments/approves the work of consultants performing environmental and cultural resources work. Develops scopes of service and man-hours for consultant contracts and reviews/approves environmental portion of consultant invoices.
10% Uses Global Positioning System (GPS), Geographic Information Systems (GIS), and other mapping tools and software in delineating resources and preparing reports, as well as various other office computer programs.
5% Actively participates in public involvement events such as Public Hearings and Public Meetings. Coordinates, schedules, advertises, attends, and prepares material for public, stakeholders, and agency meetings and hearings for projects assigned.
5% Performs internal peer review of other staff’s written work. Reviews and provides comments directly to co-workers as part of peer review procedures for in-house quality control. This position also participates in work related training activities/classes to improve and enhance skills and quality of work.
5% Develops recommendations to mitigate impacts. Documents, monitors, and follows-up on mitigation and commitments made. Documents commitments in database and updates as needed so that mitigation and commitments can be appropriately tracked.
5% May be required for perform other duties as necessary including, but not limited to, emergency/disaster support activities.
