DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Public Works (HPW) is seeking an Environmental Investigator II who will work in the Houston Waters cross-connection control program to prevent the undesirable flow reversal of non-potable water or foreign substances into the public water system through a cross connection. The candidate for this position must be able to:
+ Inspects various establishments or locations to perform cross connection control surveys related to health hazard sites, such as commercial / industrial facilities, which includes, evaluating plumbing drawings, analyzing piping pressure variations, and determining flow directions.
+ Ability to identify and locate new and existing facilities that may have potential risk factors for cross connection to the City of Houston drinking water systems.
+ Recommend corrective action; perform follow-up inspections; issue warnings or citations. Interpret state laws, plumbing and installation codes, and policies appropriately to ensure regulatory compliance.
+ Investigate community complaints and perform special investigations regarding customer’s water quality complaints or potential illegal connections.
+ Be able to issue detailed corrective actions, enter survey details including inspection findings, deficiencies, and update backflow test reports into the Cross Connection database.
+ Respond to public inquires and provide optimized solutions related to cross-connections.
+ May be required to appear in court for testimony regarding violations; provides testimony in enforcement hearings.
WORKING CONDITIONS
This is a field position 90% of the time. There are exposures to significant levels of heat, cold, moisture and air pollution. May be required to lift up to 20 pounds.
This is a Houston Public Works Emergency Management position at the Tier II Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
EXPERIENCE REQUIREMENTS
One year of pollution/environmental control experience is required.
LICENSE REQUIREMENTS
Must have a valid Texas driver’s license and comply with the City of Houston’s policy on driving.
PREFERENCES
Preference will be given to applicants with knowledge of water distribution and investigative experience.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
