For more information, go to: https://studentaid.ed.gov/sa/repay-loans/forgiveness-cancellation/public-service Description of Job The Work Unit: The Office of Environmental Justice (“OEJ”) seeks to advance environmental justice in Colorado in partnership with disproportionately impacted communities (“DI communities”), the Environmental Justice Advisory Board (“EJAB”), the Environmental Justice Ombudsperson, and Department and Environmental Division leadership and staff. The OEJ’s roles include: + Serving as a liaison to, building trust with, and increasing meaningful engagement with DI Communities by improving the two-way flow of information and increasing responsiveness to community questions and concerns; + Developing and managing Department environmental justice goals, metrics, and objectives; + Administering the EJ Grant Program + Facilitating EJ partnership grants + Working with Environmental Divisions, the EJAB, and the Ombudsperson to implement statutory environmental justice mandates, including specific benchmarks and targets established by the Environmental Justice Act (House Bill 21-1266); + Working with the Water Quality Control Division (WQCD) to implement the Mobile Home Park Water Quality Bill (HB23-1257) by leading community engagement with mobile home park residents; + Coordinating environmental justice work within the department and with other federal, state, local, and tribal government partners; and + Identifying DI communities based on continuously updated, best-available data using spatial analysis technology. What You Will Be Doing: The purpose of this position is to support the EJ Grants Specialist in the administration of the Environmental Justice Grant Program. The Environmental Justice Grant Program was created by the Environmental Justice Act. It is funded by the Community Impact Cash Fund from air pollution penalty revenue. The grants fund projects that avoid, minimize, mitigate, and measure adverse environmental health impacts in disproportionately impacted communities, or promote equitable participation in rulemaking proceedings that affect disproportionately impacted communities. Specific duties include: + Ensuring that the requests for applications are “concise, straightforward, objective, inclusive, and accessible to all interested parties,” as required by the Environmental Justice Act. C.R.S. § 25-1-134(2)(g)(VII)(A) + Using Colorado EnviroScreen 2.0 to identify and target disproportionately impacted communities in Colorado with the greatest environmental health disparities to target for soliciting grant applications, consistent with guidance from the Environmental Justice Advisory Board + Coordinating with the EJ Communications Specialist and EJ Community Engagement Specialist to market the opportunity to apply for the grants + Coordinating with the EJ Grant Specialist and the EJ Boards Manager to prepare grant applications for review by the Environmental Justice Advisory Board. + Working with the EJ Grant team to + Field questions and provide technical assistance to grantees + Develop and maintain trusting relationships with community grantee partner organizations to improve CDPHE’s relationships with disproportionately impacted communities and ensure alignment with environmental justice goals + Managing and monitoring contracts for the Environmental Justice Grants Program + Documenting progress on the grant projects according to CDPHE’s Contract Monitoring Program standards. Responsibilities of the position include but not limited to: + Assists the EJ Grant Specialist in improving methods for implementing and accomplishing grant-making activities in accordance with the Environmental Justice Act (HB21-1266). + Ensures request for application (RFA) documents are “concise, straightforward, objective, inclusive, and accessible to all interested parties,” as required by the Environmental Justice Act.
