About the role
The Environmental Manager will be responsible for ensuring environmental regulatory compliance at both the Tulsa, OK Thermomechanical Treatment (TTF) (Waste to Energy) Facility and Tulsa Materials Processing Facility (MPF).
This position will be responsible for supporting the South Region Environmental KPIs through direct contact with site maintenance and operations teams, reporting indirectly to the Facility Managers at both the TTF and MPF. This individual will utilize the root cause analysis (RCA) and problem-solving report (PSR) process to drive Environmental KPI results and report up through the South Region Environmental Director. This position will have overall responsibility of two Material Compliance Specialists (one located at the TTF and one located at the MPF) to ensure cohesive material approvals and compliance at each location.
This individual will be well versed with Title V Air permit regulations, and the enforcement of permit conditions on a day-to-day and long-term basis. In addition, the position is the primary environmental contact between regulators, such as the Oklahoma Department of Environmental Quality (ODEQ). Must be knowledgeable of general facility environmental operations along with air pollution control system operations and Continuous Emission Monitoring Systems (CEMs). The Environmental Manager will assist in coordinating/monitoring/reviewing compliance testing and regulatory reporting.
The Environmental Manager will support facility management and site personnel in the continued operation of the facility in compliance with all regulatory procedures, including federal and state environmental regulations, production schedules, output requirements and contractual obligations.
Essential Responsibilities :
Under limited supervision, the Environmental Manager supports the company, regional, and corporate programs and administering policies and procedures developed to prevent, eliminate, control and reduce work-related hazards and maintain environmental responsibility: Reporting to the South Region Environmental Director, and supported by the Tulsa TTF & MPF Facility Managers. The duties will include:
Expectations:
Oversee environmental compliance for the Tulsa TTF & MPF Facilities.Prepare all reports for federal, state and local regulatory bodies.Analyzing CEMS emissions data and writing technical notification reports.Maintaining PSD and Title V operating requirements, and all completing all associated Monthly, Quarterly, Semi-Annual, and Annual emission reports.Liaison with environmental regulators for audits and inspections.Maintain any Reworld internal reporting standards (Environmental Management Information System, root cause analysis reports on exceedances, weekly walkdown reports, inspection reports, etc.).Initiate RCAs/PSRs as needed to drive Environmental KPI performance.Presentations to staff, visitors, and regulators.Proactively work with operators to resolve and prevent environmental issues, developing facility environmental procedures and training.Deliver and complete environmental projects.Maintenance of key environmental records and documents.Actively participate in environmental associations and community engagement.Coordinate with facility/contractors to complete permit required activities: Annual Stack Testing, Quarterly CEMS Audits, Quarterly GHG Audits, residue testing, etc.Assists vendors or contractors when addressing environmental systems, i.e. cylinder gas audits, annual performance tests, ash sampling, stormwater, etc.Functions as a proficient environmental/regulatory specialist working within the limits of environmental permitting and compliance issues for Company operations.Provides technical assistance and training to facility operations to ensure compliance with applicable federal, state and/or company environmental regulations.Supervise both Material Compliance Specialists surrounding waste approvals, sampling and testing procedures, shipment paperwork and discrepancies, as required.Routine travel between TTF and MPF locations (~5 miles apart), as determined by site facility managers and workloads. Possible travel for training/conference opportunities, as approved.Education and Experience:
Bachelor’s degree in engineering, environmental science, or equivalent and a minimum of 5 years’ experience in the environmental field; especially the air (or solid waste) field.A working knowledge of OK state environmental regulations and federal environmental regulations in air required (waste and water is a plus).Must have strong written and oral communications skills and demonstrate ability to work creatively within the regulatory framework.Strong computer, technical, and writing skills are needed.Must be able to speak, read and write in English.Physical Demand of the Role:
