The Orange Grove Energy Facility is a 98.3 MW natural gas simple cycle plant featuring two GE LM6000 PC Sprint combustion turbines. Located in Pala, CA, it sits roughly halfway between Riverside and San Diego, easily accessible via I-15. This strategic location allows the plant to efficiently serve the energy needs of the surrounding areas.

Opportunity Summary

As an Environmental Manager, you will coordinate and implement daily environmental programs to ensure compliance with federal, state, and local regulations, focusing on CEMS reporting, stormwater runoff management, and spill prevention procedures. Additionally, you will oversee hazardous material handling and conduct environmental risk assessments to mitigate potential hazards, while supporting the facility owner in interfacing with local regulators and managing the Environmental Management System (EMS).

Environmental

Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site permit regulations, including those set by CalEPA and CARB. Ensure continuous emissions monitoring system (CEMS) reporting adheres to Title V permit requirements enforced by CARB and the U.S. EPA. Compile and submit monthly, quarterly, semi-annual, and annual reports in accordance with regulatory requirements, ensuring accurate monitoring, recordkeeping, and timely reporting. Manage the stormwater runoff plan, including sampling during rainfall, analyzing results to prevent contamination, and ensuring compliance with discharge prevention measures. Monitor and analyze plant emissions to ensure compliance with all environmental regulations, utilizing data to assess performance and recommend improvements as needed. Develop and recommend procedures for handling products to prevent discharge and advise on wastewater and water sampling practices in accordance with NPDES and state requirements. Assist the facility owner in interfacing with local environmental regulators by coordinating inspections, responding to information requests, supporting permit modifications and renewals, and preparing compliance reports. Maintain the company’s Environmental Management System (EMS), including the EHS filing system, Obligations Tracking System (OTS), and OSHA-mandated training records, ensuring full compliance with relevant regulations. Oversee hazardous material handling, ensuring the safe storage, handling, and disposal of hazardous materials in compliance with environmental regulations, and provide staff training as needed. Conduct environmental risk assessments to identify potential environmental hazards, develop mitigation strategies, and ensure safe and compliant operations. Act as the primary point of contact for regulatory compliance visits, facilitating communication and ensuring smooth inspections.

Spill prevention, Control and Countermeasure (SPCC) Plan – maintain facility procedure to address the following:

Operating procedures to prevent substance spills onto the ground (oil, chemicals). Control measures to prevent a spill from reaching navigable waters. Countermeasures to contain, clean up, and mitigate the effects of an oil spill.

Working Relationships

The EH&S Manager reports to the Plant Manager and coordinates work activities with them. They also interface with contractor and vendor personnel for necessary support and coordination.

Additionally, the EH&S Manager maintains a close working relationship with NAES corporate Safety and Environmental Support Services groups, as well as with Client corporate contacts.

Physical Requirements and Working Conditions

Power plant environment. Physical requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing for extended periods, requiring stair and ladder climbing and routinely lifting up to 50 pounds. 

Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Work with hazardous materials may be required.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. 

Work Schedule

Regular scheduled workdays are Monday to Friday during regular dayshift hours. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.

Compensation

Initial starting compensation will range from $115,092 to $161,150 and will include an annual performance bonus.

Job Qualifications

A Bachelor's or Associate's degree, or equivalent technical training, knowledge, and experience, is desired. Experience in environmental compliance and safety within an operating facility, particularly in the power plant or power-related industry, is preferred. This background is vital for understanding plant operations and identifying opportunities to mitigate environmental and safety risks while controlling costs. A general understanding of power plant operations, including the relationship between environmental impacts and compliance with operational and maintenance functions, is desired. Advanced qualifications and skills in major environmental legislation related to air, water, hazardous materials, and waste management is required, along with expertise in at least one specialized regulatory area. Experience with Title V permitting and reporting requirements, including managing compliance and ensuring accurate and timely submission of reports to regulatory agencies, is required. Experience using Continuous Emissions Monitoring System (CEMS) software is desired. Ability to perform and manage multiple tasks in an industrial environment while promptly identifying and analyzing complex compliance risks. Strong oral communication, writing, and analytical skills are essential for presenting facts, conclusions, and recommendations effectively in both formal and informal formats. Ability to deliver training material in an easily understandable manner. Excellent interpersonal skills with a proven ability to build consensus among internal and external stakeholders are necessary. Must possess and maintain a valid Drivers License at all times.
