Chalk Point Generation Station, located in Aquasco, Maryland, is a major power generation facility with a total capacity of approximately 1618 MW. The station comprises nine units, including seven gas turbines, and two steam turbines. This configuration allows the station to effectively meet regional energy demands.

Opportunity Summary

The Environmental Manager plays a critical role in ensuring compliance with Title-V permitting requirements by preparing and submitting applications and emissions reports while coordinating with regulatory agencies such as MDE, PSC, and the EPA. This position also provides direction to O&M personnel on NERC compliance, manages environmental and safety records, and oversees training related to safety and environmental regulations. Additionally, the Environmental Manager supports plant emergency response initiatives, waste minimization, and pollution prevention programs to enhance overall operational compliance and safety.

Primary Duties

Your scope of responsibility as Environmental Manager will include the following primary functions: 

Environmental

Ensure compliance with Title-V permitting requirements and complete all related reporting in accordance with laws, regulations, and standards. Compile and submit accurate and timely Title-V emissions reports, ensuring all data is properly documented and meets regulatory standards. Coordinate with regulatory agencies such as MDE, PSC, and the EPA, providing safety and environmental direction to O&M personnel while participating in emergency response and pollution prevention programs. Ensure sampling requirements for waste shipments and water discharge are completed properly, documented, and reported in a timely manner. Ensure environmental compliance as set forth in the specific site Environmental Manuals. Coordinate environmental, safety, security, and business continuity tests and samples for which contract services are required. Maintain and update the plant safety and environmental records within the CMMS as required. Ensure the engineering library has complete electronic and hardcopy reports for historical use. Maintain electronic safety and environmental data management systems. Review all major maintenance expenditures within budget guidelines to ensure continued compliance with safety and environmental regulations and permits, identifying potential issues concerning insurance, community relations, or business continuity. Provide relevant inputs to the budgetary process for necessary improvements in safety and environmental compliance as required. Ensure safe completion of scheduled and unscheduled equipment repairs and provide supervisory support for safety regulations during operational periods. Ensure Lockout/Tagout (LOTO), confined space, machine guarding, PPE, mechanical integrity program, management of change program, and chemical safety compliance is understood, followed, and properly adhered to. Provide training schedules for annual Security, Emergency Response, Safety, and Environmental Training requirements, including initial orientation and ongoing on-the-job training for regulatory compliance. Review work packages as required for safety conformance. Compile all necessary data, investigate, and prepare written reports for any on-site accidents following the guidelines provided in the Safety Manual for Accident Reporting. Provide viable alternatives and make economic evaluations related to plant equipment and/or procedure modifications to ensure improved plant safety and environmental compliance, including coordination with all relevant regulatory agencies. Provide necessary technical support for all related safety and environmental work for bid specifications, evaluation of vendor/contractor bid proposals, and monitoring of contractor work performance to assure contract compliance. Perform duties related to handling hazardous materials and wastes, and spill prevention and control in accordance with applicable regulations.

Overall responsibility for NERC compliance to include:

Provide a training schedule for annual NERC requirements and direct O&M personnel while participating in plant emergency response, waste minimization, and pollution prevention programs. Maintain and update plant NERC records within the CMMS, ensuring complete electronic and hard copies of reports are available for historical use. Manage electronic NERC data systems effectively. Review major maintenance expenditures within budget guidelines to ensure compliance with NERC regulations and permits, identifying potential issues related to insurance, community relations, or business continuity, and provide relevant input for budget improvements. Offer technical support for NERC-related tasks, including bid specifications, vendor/contractor proposal evaluations, and monitoring contractor performance to ensure compliance.

Working Relationships

Report to the Plant Manager and coordinate work activity with the Plant Engineer, Operations Manager, Maintenance Manager and Administrative Supervisor. Interface with contractor and original equipment manufacturer (OEM) personnel for the necessary support and coordination.

Physical Requirements and Working Conditions

Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, respirators, hearing protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. 

Work Schedule

Regular workdays are from Monday to Friday, within standard dayshift hours. However, the position may necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts may also be necessary. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

Initial starting compensation will range from $125,000 to $150,000 and will include an annual performance bonus.

Job Qualifications

Bachelor’s degree in environmental science or a related field from an accredited college or university recognized by the United States Department of Education or an equivalent institution. Relevant work experience may substitute for education on a year-for-year basis. Advanced experience in environmental compliance management for operating facilities, preferably within the power plant or power-related industry. Experience in industrial and regulatory environments will also be considered. In-depth knowledge of Title V permitting requirements, emissions reporting, and regulatory frameworks, including familiarity with MDE (Maryland Department of the Environment), PSC (Maryland Public Service Commission), and EPA regulations. Proven track record in coordinating with regulatory agencies, conducting compliance audits, and managing inspections. Strong understanding of Continuous Emissions Monitoring Systems (CEMS) and related environmental monitoring technologies. Solid grasp of safety protocols and compliance standards, such as Lockout/Tagout (LOTO), confined space entry, personal protective equipment (PPE), and chemical safety. Experience in managing electronic data management systems and maintaining comprehensive records within a Computerized Maintenance Management System (CMMS). Demonstrated knowledge of and proficiency with NERC compliance standards and regulations, with the ability to interpret and apply these requirements effectively to ensure regulatory adherence and enhance plant safety and reliability. Excellent interpersonal skills, with the ability to build consensus, lead teams, and foster collaboration among stakeholders. Strong writing and analytical skills, capable of delivering clear and concise communications and developing effective training materials. Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
