DESCRIPTION The Maryland Transit Administration is recruiting an Environmental Manager II. This position is responsible for monitoring programs as required for the environmental compliance aspects of MTA’s comprehensive Agency Safety Plan (ASP). The candidate initiates and manages vendor/consultant contracts in hazardous and non-hazardous waste removal, waste oil removal, spill remediation, and personal protective equipment (PPE). The position performs comprehensive investigations of environmental accidents/incidents to identify causes, determine facts, recommend appropriate corrective actions, and develop effective preventative measures. He/she manages and evaluates environmental compliance activities within the agency and mitigates impacts to the environment related to the operation and maintenance of transportation systems and facilities. They maintain and document compliance with all environmental laws and regulations. This position is instrumental in planning, supervising, managing, and coordinating all environmental or socio-impact pertaining to safety and compliance. This position would receive managerial supervision from the Chief Safety Officer and the Deputy Chief Safety Officer – Emergency Management and Compliance. This position supervises Environmental Manager I and/or Environmental Analyst staff. Additional duties include but are not limited to: + Manage environmental inspections/audits of all facilities, sites, and rolling stock. + Supervise environmental investigations in response to employee complaints and to remove work hazards. + Represent the agency at public meetings/hearings to explain the environmental impacts of projects or programs. + Research and review current environmental laws, codes, standards, and regulations as required. + Evaluate for testing or purchase all hazardous chemicals within MTA, and maintain databases of Material Safety Data Sheets (MSDS) and Chemical Information Lists (CIL) + This position requires the candidate to stay abreast of the industry’s best practices and developments in the changing field of environmental compliance. This vacancy is located in Baltimore City, MD Qualifications Education: Possession of a bachelor’s degree from an accredited college or university in natural sciences, earth science, physical science, chemistry, physics, biology, agronomy, horticulture or related sciences, forestry, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, or other related fields such as ecology, landscape architecture, or environmental engineering. Experience: Nine years’ experience in environmental analysis, including the development of plans, specifications, estimates, or design, or nine years in environmental management, including the development, implementation, and monitoring of environmental compliance plans for air quality, stormwater management, hazardous waste management, etc. Two years of this experience must include experience supervising employees, consultants, or contractors in an environmental area. * Experience in a transit or transportation setting is a plus. *Experience working or interacting with federal and state agencies is desired. Notes: 1. Possession of a master’s degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience. 2. Possession of a doctorate in one of the disciplines required may be substituted for two years of non-supervisory experience. 3. U. S Armed Forces military service experience as defined under minimum qualifications may be substituted for the required experience on a year-for-year basis. Licenses & Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. *Additional certifications listed below may be required within an agreed-upon timeframe if hired. They include: + TSI Certifications in transit rail incident investigation, effectively managing transit emergencies, transit system safety, and fundamentals of bus collision investigation. + EPA Certifications such as Asbestos Inspector/Manager and Asbestos Safety Health Specialist, with possession of the EPA Asbestos Safety Health Supervisor certification preferred. + Maryland Department of the Environment Erosion and Sediment Control certification. The following certifications will be required within 6 months of hire: + Roadway Protection Level I and II – Light Rail and METRO + Contractor Roadway Worker Protection (RWP) for AMTRAK and CSX.
