Summary About the Position: Receives incoming Department of the Army permit applications, searches existing database(s)/GIS mapping tools for co-located actions at proposed action sites, coordinates data with others, and enters new application data into the appropriate database for assignment to Section personnel. Responsibilities Support the U.S. Army Corps of Engineers (Corps) Regulatory Program by preparing key permit authorization documents and correspondence. Perform procedural processing tasks associated with permit applications and authorization documents. Perform data quality assurance tasks in conjunction with the OMBIL Regulatory Module System (ORM). Oversee the management of Regulatory branch databases for permit applications and other information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-06 Level: One year of specialized experience equivalent to the GS-05 level which includes at least two of the following: 1) inputting data into a database and managing a database; 2) receiving and inputting permit applications; OR 3) performing basic database searches to extract requested information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: Successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as environmental science, environmental health, management, or a similar field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Specialized Experience GS-07 Level: One year of specialized experience equivalent to the GS-06 level which includes at least two of the following: 1) Assisting with data management by conducting database searches and/or entering data into systems; 2) Processing permit applications and ensuring compliance with applicable laws and regulations; OR 3) Monitoring permit activities and recommending actions for non-compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as environmental science, environmental health, management, or a similar field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Database Administration Environmental Assessment and Data Analysis Environmental Document Preparation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-06 you must have 52 weeks at the GS-05 level. For the GS-07 you must have 52 weeks at the GS-06 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy. Management may select at any of the grade levels announced. This position has promotion potential to the GS-07. Promotion is never automatic. Promotion is based on the recommendation by the supervisor that employee meets all necessary qualification requirements for promotion, is performing the full scope of the major duties, and is functioning under the supervisory controls as stated in the target job description.
