For more information, go to:https://studentloans.gov/myDirectLoan/pslfFlow.action#!/pslf/launch Description of Job The Work Unit: This work unit exists to protect human health and the environment by assuring the safe management of solid wastes at solid waste disposal sites and facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. The unit seeks and supports public involvement in making determinations that are technically sound, cost effective, timely, and promote environmental justice. The unit works with stakeholders to institute best practices to involve disproportionately impacted communities. Additionally, the unit collects, analyzes and reports on data associated with solid waste flow and materials management/recycling/reuse within Colorado. What You'll Be Doing: This position exists to: assure adequate storage, treatment and disposal of solid waste at solid waste sites and facilities and assure adequate remediation of contaminated sites by: investigating, analyzing, and evaluating the geology, geophysics, hydrogeology, and geotechnical aspects of regulated facilities; reviewing technical data; inspecting facilities; overseeing certain activities at facilities; writing and enforcing the recommendations for certificate of designation applications and/or subsequent modifications of the design and operations plans for facilities; seek public involvement and work with stakeholders to ensure community involvement and best practices to involve disproportionately impacted communities; and providing technical expertise for the review of engineering plans and designs to ensure that activities are conducted in a technically sound, cost-effective, timely and protective manner.. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications OPTION ONE: Six (6) years of full-time work experience designing site investigations, monitoring plan or design and operations plans for solid waste facilities, conducting technical reviews, authoring documents that demonstrate a knowledge of solid waste technical and regulatory requirements, and preparing work plans and other permitting documents for regulatory reviews. OPTION TWO: A Bachelor’s degree from an accredited college or university in biology, chemistry, geology, environmental science, engineering (chemical, environmental or civil), industrial hygiene, or a related field. AND Two (2) years of experience designing site investigations, monitoring plan or design and operations plans for solid waste facilities, conducting technical reviews, authoring documents that demonstrate a knowledge of solid waste technical and regulatory requirements, and preparing work plans and other permitting documents for regulatory review. OPTION THREE: Masters from an accredited college or university in biology, chemistry, geology, environmental science, engineering (chemical, environmental), industrial hygiene, or a related field may substitute for the professional experience on a year-for-year basis. (Substitution) Substitutions A combination of professional experience in biology, chemistry, geology, environmental science, engineering, as described in the minimum qualifications above, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. Preferred Qualifications and Essential Competencies: The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate: + Knowledge of and experience with elements of the solid waste regulations and statute. + Relevant years of State service shall be considered. + Experience conducting site characterizations, and hydrogeology and/or geotechnical field investigations. + Knowledge of and experience with the design and construction of engineering components of solid waste facility, including liner and leachate collection systems and final covers systems. + Knowledge of and experience with the design and operation of groundwater remediation systems. + Knowledge of and experience with the design and operation groundwater monitoring systems. + Knowledge of and experience with the design and operation of landfill gas collection systems. + Ability to work well independently or within a team. + Experience preparing technical permitting documents, including groundwater monitoring plans or engineering design and operation plans for solid waste facilities, and/or experience conducting regulatory review thereof. + Strong analytical and organizational skills, with keen attention to details. + Knowledge and experience writing technical reports. + Ability to multi-task and problem solve. + Ability to effectively communicate both orally and in writing with a wide range of customers. + Ability to collaborate and achieve consensus with a range of customers and organizations, including diverse stakeholder groups. + Excellent interpersonal and customer service skills. + Ability to interpret and analyze data. + Experience providing compliance assistance.
