Conducts inspections pertaining to well construction and irrigation systems. Performs water sample collections which may include field tests. Performs applications reviews for completeness and accuracy. Completes inspection reports within established timeframes. Conducts inspections of limited use public water systems and enforces Chapter 64E-8 regulations. Conducts construction and operational inspections at water system locations to verify compliance with regulations. Collects water samples from water systems and delivers to laboratory according to established protocols. Enters inspection findings into EHD program in a timely manner. Responds to and investigates complaints. Initiates and completes enforcement actions per DOH policy guidelines. Conducts inspections, inspection-tracking, enforcement and data management for OSTDS Operating Permits including Performance Based Treatment, Aerobic Treatment, Industrial/Manufacturing Zone, and Commercial systems within Volusia County. Conducts inspections of OSTDS Service Entities including Maintenance and Septage Disposal for compliance with state and county regulations and permit conditions. Tracks inspection progress, reinspection and enforcement status. Ensures permit file data is entered into EHD or is in paper files. Coordinates permit-related activities with clerical, inspector and management staff to track problems and proactively identify compliance issues. Prepares and maintains permit-associated databases and files to ensure compliance with records requirements. Apprises the Environmental Health Program Consultant and Environmental Health Administrator regarding inspection progress and program issues requiring attention. Enters and updates information in Environmental Health Database (EHD) including inspections, new permits, and permit contact information. Conducts enforcement activities and develops/implements strategies to gain compliance. Conducts onsite sewage site evaluations, installation inspections, excavation inspections, re-inspections, and septic tank abandonment inspections in accordance with state statute, code and policy. Reviews sewage disposal-related applications and project plans for compliance with Chapter 381 Florida Statutes. Prepares and enters permit specifications and inspection findings into EHD system. Reviews other inspector's permit paperwork for errors, consistency and compliance with policy and regulatory requirements.Conducts sanitary nuisance complaints, coordinates with property owners for abatement, prepares enforcement notices and evidence. Assist in investigation and evaluation of suspected water-borne illness complaints associated with public and community water supplies. Fulfills agency and departmental reporting requirements by timely reviewing and/or entering daily activity report data, completing timesheets, approving cell phone and travel expense reports and other information as required. Participates on departmental quality improvement efforts and accreditation teams. Attends meetings, and agency team projects as assigned. Responds to PWS emergencies, such as water main breaks, water plant treatment equipment failures and associated after-hours requests for technical assistance. Responds to terrorism or natural disaster events and public health emergencies as assigned. Assists with the investigation and evaluation of suspected water-borne illness complaints/outbreaks. May work in disaster shelters during emergencies as assigned. Performs other related duties as may be required on weekends, holidays or after normal work hours. Attends preparedness trainings. Completes required ICS and FEMA courses to fill critical roles during disasters. Required Knowledge, Skills, and Abilities: Knowledge of data collection and analysis principles and procesures. Knowledge of OSTDS program including construction permits, soils identification, water table determination, and common equipment used. Ability to evaluate, analyze and interpret scientific or technical data and apply them to environmental health regulations. Skilled to use environmental health laws, rules and procedures to conduct an accurate and objective inspection. Qualifications: Minimum - Must have knowledge of data collection and analysis principles and procesures. Must have knowledge of OSTDS program including construction permits, soils identification, water table determination, and common equipment used. Must have ability to evaluate, analyze and interpret scientific or technical data and apply them to environmental health regulations. Must be skilled to use environmental health laws, rules and procedures to conduct an accurate and objective inspection. Must have a Bachelor's Degree or higher from an accredited college or university with a major in one of the physical or natural sciences, or public health. Must have a minimum 1 year experience conducting Well/Water System and/or On Site Sewage Treatment and Disposal System (OSTDS) inspections Must have a valid driver's license Must be willing to drive your personal vehicle to conduct field inspections Preferred - Skilled in interpreting applicable codes and ordinances, detecting violations, and identifying and implementing effective measures to achieve compliance. Ability to coordinate the needs and follow-up of a regulatory program with many individual components. Knowledge of the principles, practices and techniques used in well and public water system inspections and how they are used to educate the public, enforce rules and gain regulatory compliance.
