The Environmental Technician, Lead role supports the Installation Support Services (ISS2) contract at Eareckson Air Station (EAS), located in Shemya, Alaska.

 

The Environmental Technician, Lead is a rotational position working a 3-month on and 1-month off schedule at Eareckson Air Station (EAS). While working on-site housing is provided in the form of a dormitory facility. All meals are furnished through the cafeteria. Transportation to EAS from Anchorage, AK is provided by government sponsored aircraft. This is a negotiated union position.

Job Summary

The Environmental Technician, Lead ensures the day-to-day administration of the project's on-site environmental regulatory compliance. This position works closely with the Environmental Manager, handling daily site environmental compliance and responsible for all waste management and related functions.

Essential Duties & Job Functions

Trains and guides the Environmental Technician in the scheduling and completion of daily tasks. Establishes support and oversees Material Accumulation Point (MAP), Satellite Accumulation Points (SAPs), and waste stream collection centers. Trains monitors on responsibilities and inspects MAP and SAPs for compliance and proper management procedures. Ensures hazardous waste is collected, characterized, packaged, and processed per contract requirements. Performs inspections of hazardous waste storage areas and accumulation areas Collects and segregates recyclable materials Operates forklift to transport and stock loaded pallets in warehouse Maintains waste logs for collection, transfer, and sampling Collects environmental samples to include waste characterization, stormwater, soil, asbestos, and lead. Submit purchase requisitions and maintain inventory for waste packaging supplies Supports and oversees smart ash and used oil burners. Assures all incoming flights and third-party personnel are briefed on environmental, cultural and natural resource requirements. Supports, assists, and oversees, when approved by the PM office, third-party environmental regulatory compliancy, IAW company management plans, federal and state laws, and Air Force requirements. Leads periodical general facility inspections and monitors environmental compliance. Tracks pollution prevention efforts and assures Monthly Pollution Prevention Metrics report is completed accurately. Acts as a spill response (Emergency Response Team) member, spill clean-up crew leader. Reviews and assists in updating Environmental Management Plans (air, waste stream management, hazardous material, water quality, environmental training, storm water, environmental compliance assessment, and program management). Conduct facility environmental inspections, to include hazardous materials, and document all identified deficiencies. Perform hazardous shipping declarations. Maintain inventory of safety data sheets for all chemicals on Shemya Island. Maintain inventory of all insecticides and herbicides used on Shemya Island. Compile, review, and submit all environmental contract deliverables (CDRL) for submission to the US Government (USG) in accordance with contract requirements. Submit Incident Management reports for environmental incident. Participate in root-cause evidence gathering. Conducts tests and field investigations to obtain data for use by environmental, engineering, and scientific personnel in determining sources and methods of controlling pollutants in air, water, and soil, utilizing knowledge of agriculture, chemistry, meteorology, engineering principles, and applied technology. Collects water samples from streams, wells, and lakes, or raw, semi-processed, or processed water, industrial or sanitary wastewater, or water from other sources to assess pollution problem. Collects soil, silt, or mud to determine chemical composition and nature of pollutants. Prepares samples for testing and shipment; records data; prepares summaries and charts for review. Installs, operates, and performs routine maintenance on gases and fluid flow systems, chemical reaction systems, mechanical equipment, and other test instrumentation. Operates fixed or mobile monitoring or data collection station as needed. Performs related work as assigned

Lead Duties and Responsibilities

Keeps supervisor apprised of mission status. Directs and coordinates activities of the assigned sections. Assist craft personnel in assigned tasks. Ensures the observation of proper housekeeping practices. Inspects and observes work to ensures compliance with applicable safety regulations’ and practices Completes mission status reports as required. Ensures work is scheduled and accomplished within established timelines. Ensures subordinate time records reflect accurate work hours and appropriate job activities. Coordinates personnel TOS requests while maintaining mission requirements.

Hazardous waste collection, storage, and disposal techniques. Hazardous waste management, manifesting, and shipping. Environmental regulatory compliance associated with aviation and multi-modal facilities and operations. Handling of hazardous waste, materials, and spill response Use common office machinery, including copiers, fax machines, and computers. Removal of asbestos incidental to performing maintenance and repairs and repair of damaged asbestos up to the National Emissions Standard for Hazardous Air Pollutants (NESHAP) reporting level.

Work Conditions

Work is performed in a combination of office, warehouse, and outdoor settings. The employee will be periodically exposed to inclement weather conditions. The incumbent may occasionally need to lift, handle, or move objects without assistance weighing up to 35 pounds.
