Description
Under general direction of the Environmental Supervisor, the Environmental Technician works independently, performing a wide variety of technical duties associated with stormwater, wastewater and water quality environmental compliance programs, to include but not limited to, maintaining a variety of environmental programs and plans; promoting compliance of city ordinances, and state and federal rules and regulations pertaining to water distribution and wastewater collection; conducting field inspections and evaluating compliance matters; and executing enforcement actions, as necessary, such as issuing citations for noncompliance.
Principal Duties
+ Perform field investigations/inspections, to include conducting routine tests and sampling, obtaining and analyzing data for determining compliance with state or federal regulations, and city ordinances; and issuing citations for noncompliance of city ordinances relative to the Water Services. Perform Customer Service inspections on new construction and building remodels.
+ Gather, organize, and prepare environmental samples for testing according to prescribed standards; organize and record data; and maintain data collection and proper archiving of records files, logs, and reports required to maintain compliance with the various Water Services’ plans and programs required by state and federal agencies.
+ Receive and investigate complaints from businesses and residents, issue compliance letters and notices of violation to responsible parties regarding applicable codes and guidelines, implement corrective measures; and/or issue citations for noncompliance.
+ Respond to inquiries from the public to provide and explain information regarding federal, state, and local environmental laws and regulations applicable to compliance responsibilities.
+ Interpret and enforce federal and state regulations and city ordinances relative to the Water Services Department and assist in developing compliance measures.
+ Perform stormwater monitoring, quarterly and annual inspections of the City’s wastewater facilities, and conduct dry and wet weather screening activities to ensure the permitted facilities are in compliance with applicable state rules.
+ Responsible for developing, implementing, and maintaining water quality flushing, and water sampling programs and for maintaining a variety of wastewater and environmental water quality related programs, to include but limited to the following: Drinking Water Monitoring Plan, Spill Prevention Control and Countermeasure Plan, Industrial and Municipal Stormwater Programs, Backflow Cross-Connection Control Program, Pretreatment Program, and the Total Maximum Daily Loading Program.
+ Ensure the pretreatment of wastewater by commercial and industrial facilities to remove or limit regulated pollutants.
+ Enforce the Backflow and Cross-Connection Program through building plan review and Customer Service Inspections; and inspect, install, test, and maintain backflow devices for departmental use.
+ Perform routine instrument and equipment maintenance, calibration, and repairs.
+ Perform other related duties as assigned.
Qualifications
Required:
High school diploma or GED equivalent. Valid Class "C" Texas driver's license. Available for emergency response. Good oral and written skills. Grade "C" Water Distribution or Water Production License. Class "II" Wastewater Collection or "C" Wastewater Treatment License. Customer Service Inspection License. Backflow Prevention Device Tester License. Code Enforcement Officer License. Ability to work independently with minimal supervision. Ability to read and interpret utility construction drawings and specifications. Ability to research, develop, and apply approved methods of water or wastewater sampling, preservation and analysis. Ability to lift and move 50 pounds while maneuvering through unpaved, uneven, and uncleared property. Occasional climbing of ladders, and occasional climbing of stairs while carrying 25 pounds.
A degree in environmental science or related field may be considered without the license requirements listed above, with the ability to obtain (and maintain) all required licenses within 18 months from date of hire.
Preferred:
Bachelor's Degree in environmental science or related field, and two years water/wastewater utilities experience; or an equivalent combination of education and experience sufficient to accomplish the licensing requirements in 18 months, and successfully perform the essential duties of the job.
