Summary About the Position: Serves as Equal Employment Opportunity (EEO) program manager and principal advisor to the District Commander on the Equal Employment Opportunity Program including managing the program for the District in a wide variety of occupations including professional, administrative, technical, clerical, trades, operatives, and laborers. Responsibilities Investigate employee discrimination complaints or allegations to determine if they are legitimate. Analyze hiring data to identify problems or trends concerning the employment of Women, Hispanic, Disabilities, Black, Asian Pacific Islander, Native American employees. Advise managers and supervisors on the Equal Employment Opportunity complaint process to assist them with their responsibilities. Communicate Equal Employment Opportunity (EEO) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors. Develop methods to identify barriers for monitoring management's progress for utilization of minorities. Manage the Equal Employment Opportunity (EEO) complaint process such as inquiry contacts from employees, former employees and applicants and processing of complaints of discrimination. Enter complaint data into an automated tracking system for accountability and reference. Conduct studies or surveys on minority group skills to identify obstacles and effective use of these skills. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Demonstrated knowledge of Federal Equal Employment Opportunity (EEO) Laws, regulations, policies and relevant precedent decisions; experience in the use of fact-finding, problem solving, and negotiating resolutions of problems between management and employees; tracking data received from employees claiming discrimination, promoting equal opportunity objectives; advising or training employees and manager on equal opportunity rights with supervisory experience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Analysis and Research Oral Communication Program Management Reporting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
