Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an EQUAL EMPLOYMENT MANAGER-Title 5, Position Description Number T5047P01 and is part of the WI JFHQ, Wisconsin National Guard. Responsibilities Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity programs to include Special Emphasis Programs, the Affirmative Employment Plan, Alternate Dispute Resolution, and Complaints Processing System for the Army and Air National Guard population of the state. Prepares and coordinates the implementation of the State Affirmative Employment Plan. Reviews Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relative to their impact on National Guard policy to overcome under representation of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer. Conducts meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity. In conjunction with the State HR/EO and MEO Officers, coordinates and assists in the development of ARNG EO and ANG MEO military programs. Counsels employees and applicants who believe they have been discriminated against; insures the timely, fair and impartial consideration and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints. *** This is NOT an all-inclusive list of duties. *** Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Qualifications GENERAL EXPERIENCE: Administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports. SPECIALIZED EXPERIENCE: To qualify for the GS-0260-12 level, you must have 1-year specialized experience must be equivalent to at least the next lower grade. Candidate can convey EEO policies clearly in written and verbal form, skilled in mediating disputes and handling complaints, and able to navigate difficult conversations with employees and leadership. Experience assessing workplace issues, investigate complaints, and recommend solutions. Able to assess facts, interview witnesses, and make recommendations. Experience counseling executives and HR professionals on EEO matters. Candidate has experience reviewing employment trends, complaints, and compliance metrics. Candidate must be able to ensure compliance and advise leadership on legal obligations. Experience creating policies, conduct training, and assess program effectiveness. Candidate can address new challenges related to workplace equity. Experience managing EEO programs, compliance audits, and initiatives effectively. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
