The State Highway Administration’s (SHA) Office of Equal Opportunity (OEO) is currently recruiting for an Equal Employment Opportunity Program Manager (Administrator III) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Equal Employment Opportunity (EEO) Program Manager will manage SHA’s Equal Employment Opportunity (EEO) Program (Title VII and ADA) duties and responsibilities under supervision of the Deputy Director of OEO. The main purpose of this position is to manage all activity related to complaints of discrimination, harassment, bullying and retaliation. This includes determining course of action for conducting investigations, determining EEO compliance or non-compliance, and working toward the reduction of complaints of discrimination, harassment and retaliation via education and training of employees on eliminating discriminatory practices and behavior. This position also manages all requests for reasonable accommodation for applicants and MDOT-SHA employees.
The EEO Program Manager directs the minority and female recruitment efforts focused on improving the underrepresentation of these and all protected groups in the workforce. The affirmative employment program is primarily concerned with creating employment opportunities in professional, technical, and administrative positions.
The position will assist leadership in accordance with agency objectives in the development of curriculum, implementation, and promotion of alternative approaches to diversity awareness. The position is responsible for directing some of the efforts related to internal workplace diversity and inclusion through implementation and delivery of measures that promotes cultural awareness, recruitment, retention, mentoring, internships, employee awareness training and work plan development.
The position assists with diversity related issues throughout SHA and acts as one of the spokespersons on diversity issues for internal and external purposes as well as direct the development of MDOT-SHA and MDOT principals and policy guidelines that recognizes and promote a workplace that values diversity. The role assists leadership, in conjunction with other MDOT-SHA staff, develops strategies to incorporate diversity into every aspect of the organization that includes recruitment, retention, mentoring, internships and federal laws, rules and guidelines.

Qualifications
Minimum Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.
Selective Qualification: Three (3) years of experience implementing an equal opportunity program in employment or equal access and ensuring adherence to fair practice standards. Two (2) years of this experience must be in Title VII of the Civil Rights Act of 1964 and associated equal opportunity/equal access program management.
*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). No substitutions are allowed for a selective qualification.
Preferred Qualifications:
The ideal candidate should possess the following:
+ Excellent written/oral communication skills
+ Strong interpersonal skills
+ Skilled in Microsoft Office Suite
+ Ability to work independently and be a self-starter
+ Strong experience in complaint investigations, processing requests for ADA reasonable accommodations, and training large groups
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications
Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
