The primary purpose of this position is to provide worldwide logistical and supply chain management support for major modules, components, and associated equipment of the TF33 of aircraft propulsion systems. Management of equipment centers around major engine modular sections and scheduling their replacement through parts forecasting and ensuring quality control. Responsibilities Under the guidance of a Supervisory or Team Lead Equipment Specialist, the incumbent performs analysis associated with technical and requirements aspects of the management of major engine modular components. Provides systems/equipment advice and recommendations to leaders and maintenance technicians. Determines current and future replenishment spare requirements. Provides support and assistance during provisioning/procurement of assigned equipment. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This is a Maintenance Workforce Development Program (MWDP) Position. To be eligible, you MUST be a WG, WL, WS, or GS-5 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-07 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized. Positions filled through this announcement, MAY convert to the AcqDemo equivalency once the full performance grade is reached. This position may be filled at the GS-7, GS-09, or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one (1) year of specialized experience which includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes providing basic support for aircraft propulsion systems, parts, and components and assists with technical support during procurement, maintenance, and disposal phases; Identifying significant factors, gathering data, and recognizing solutions. OR EDUCATION: Successfully completed 1 full year of Graduate Education or have Superior Academic Achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post 1 full year of Graduate Education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing basic support for aircraft propulsion systems, parts, and components and assists with technical support during procurement, maintenance, and disposal phases; and developing information by analyzing technical data, test results, deficiency reports, and examination of equipment. OR EDUCATION: Successfully completed a Master's or equivalent Graduate Degree or completed two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-undergraduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing support in a timely manner for major modules, components and associated equipment for aircraft propulsion engines and systems; Assists with technical support during procurement, maintenance, and disposal phases; Developing information by analyzing technical data, test results, deficiency reports, and examination of related equipment; Evaluating reports to develop new theories, concepts, and process modifications for complex equipment and resolve problems in usage data or decreased life limits. OR EDUCATION: Successfully completed a Ph. D. or equivalent Doctoral Degree or completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-graduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/and skill in applying this knowledge to difficult and complex assignments. 2. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data associated with aircraft propulsion equipment, engines, and their associated equipment. 3. Skill in identifying and analyzing complex technical and requirements problems and developing innovative solutions. 4 Skill in providing technical and requirements advice in terms of oral and written briefings, reports, and recommendations to leadership and maintenance technicians. 5. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. 6. Ability to plan, organize, and prioritize work to meet challenging deadlines. 7. Knowledge of standard safety and health practices and established policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
