EQUIPMENT SPECIALIST (MISSILES AND ELECTRONIC)

The primary purpose of this position, Equipment Specialist (Missiles and Electronic) GS-1670-09 Target 11 is to serve as the Technical Manager and perform a wide variety of technical functions in the support of assigned Missile electronics systems/subsystems. Responsibilities This is a Maintenance Workforce Development Program (MWDP) Position. To be eligible, you MUST be a WG, WL, WS, or GS-7 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized. Under the direction of the single manager (SM) or IPT leader or supervisor, perform duties involved in the acquisition phase. Under the direction of the single manager (SM), supervisor, IPT leader perform a variety of duties involved in the production phase of new or modified equipment. Under the direction of the single manager (SM), SSM or IPT leader perform a variety of duties involved in the operational phase of equipment/systems. Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phase out due to technology improvement, etc. Perform technical review of work performed by lower graded equipment management specialists, as assigned, assisting in the resolution of the more difficult and complex problems and providing guidance on other routine matters. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Service Series. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. GS-09 SPECIALIZED EXPERIENCE: Applicants must at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in their resume. An example of creditable specialized experience includes: administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment; providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related; with a major study in the manufacture, repair or maintenance of equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific weapon systems/equipment and sill in applying this knowledge to difficult and complex assignments. Knowledge of and skill in Total Quality principles, practices, methods, and procedures. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. Skill in developing interpersonal relationships, maintaining good working relationships and working cooperatively as a member of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
