EQUIPMENT SPECIALIST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EQUIPMENT SPECIALIST (TITLE 32), Position Description Number D1257000 and is part of the IL SMO, National Guard. Responsibilities As a EQUIPMENT SPECIALIST (TITLE 32), GS-1670-7/9, you will provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Major Duties - This is NOT an all-inclusive list: Serve as a recognized authority on the repair and operation of various types of ARNG equipment. Provide instruction and assistance regarding equipment maintenance procedures, techniques, and methods as a part of the Maintenance Assistance and Instruction Team (MAIT). Provide advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Receive review, and process unit Army Material Status System (AMSS) reports and Missile Material Readiness reports and submits a consolidated report to the Logistics Support Activity (LOGSA). Prepare and conduct both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Develop, write, update, and teach units of instruction for new equipment training. Evaluate training progress in areas such as basic mechanic principles; theories of equipment repair and modification; compliance with established procedures and directives; requirements for equipment maintenance records and reports; and proper utilization of equipment, personnel, funds, and facilities. Evaluate directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Review the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Review and evaluate information in technical reports, logistical studies, supply data systems, and observations/inspections of maintenance organizations. Research material pertaining to maintenance and maintenance management. Utilize computer software programs to identify errors, equipment, non-mission capable time, and to determine a course of action to improve readiness. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer - Minimum Rank E4 - Maximum Rank CW5 GENERAL EXPERIENCE: MUST possess experience that provided a knowledge of the characteristics, uses, and properties of equipment. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year equivalent to at least GS-7; experience, education, or training which provided knowledge and skill in applying commonly used equipment, facility, or service principles and concepts; experience in the use of tools and test equipment; experience which provided knowledge of maintenance programs and techniques; knowledge and skill in applying principles, concepts, and methods of equipment design; experience in the use of tools and test equipment; experience developing, installing, inspecting, or revising equipment maintenance programs and techniques. GS-7 Level MUST possess at least 1-year equivalent to at least GS-5; experience, education, or training which provided knowledge and skill in applying commonly used equipment, facility, or service principles and concepts; experience in the use of tools and test equipment; experience which provided knowledge of maintenance programs and techniques; experience in the use of tools and test equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
