General Summary
The City's Erosion & Sediment/VSMP Program Manager performs responsible administrative and complex technical work administering and managing the city’s Erosion and Sediment (E&S) Control and Virginia Stormwater Management Program (VSMP), ensuring compliance with state, federal and local codes. Works under limited supervision and reports to the City Engineer.
The preferred hiring range for this position is between $78,194.65 - $97,743.35 Annually. Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. + Manages, interprets, and enforces program compliance of the Erosion and Sediment (E&S) Control Program and the local Virginia Stormwater Management Program (VSMP).
+ Reviews complex construction plans for compliance with standards and engineering principles, makes recommendations on engineering plans, and approves all E&S Control and Stormwater Management plans or agreements.
+ Coordinates and leads preconstruction meetings. Reviews and enforces Stormwater Pollution Prevention plans (SWPPPs) for private and public development for compliance with regulations, effectiveness of plans, approving needed modifications during and post construction, and providing guidance to stakeholders on pollution prevention principles, measures, or procedures.
+ Reviews plats and deeds for all projects and developments subject to the VSMP for conformance with State and Local Code to ensure maintenance and access is adequately provided for and recorded in lands records via a Stormwater Management Maintenance Agreements. Performs associated deed research.
+ Responsible for issuance of land disturbing permits and processing/release of E&S and stormwater bonds for construction projects; tracks and organizes data and records of active land disturbing permits, construction projects, site inspections, inspection reports, corrective action and resolution of non-compliance, site photos, status of various projects, etc.; works with the City Attorney’s office on related matters.
+ Coordinates site stabilization and resource conservation plans with developer's designer and/or City's project manager to ensure protection of adjacent properties and watercourses; investigates and identifies illicit discharges from construction sites to the City’s stormwater system and watercourses within the City.
+ Serves as a liaison with State agency, as well as surrounding jurisdictional authorities and agencies on regulatory requirements and performs reporting of related data to City staff and State regulatory agencies. Tracks E&S and VSMP financials and ensures proper percentages are remitted to stage agency; monitors collection of fees and ensures proper distribution of funds to State office.
+ Maintains all stormwater management facility maintenance agreements, inspects, and ensures proper operation and maintenance of stormwater management facilities post construction and reviews owner inspection reports for facility upkeep.
+ Manages the development and implementation of E&S/VSMP inspection software.
+ Supports the municipal separate storm sewer system (MS4) permit program.
+ Monitors the Department of Environmental Quality (DEQ) website for legal or other enforcement action taken. Develops policies and SOPs to ensure alignment with requirements, works with other City departments on updating policies to conform with changing regulations. Coordinates with other departments on best practices for non-regulated activities (Parks/Utilities).
+ Supervises, assigns and reviews work, coaches, trains, and evaluates performance of assigned staff. Recommends, hires, selects, and administers disciplinary action to subordinate employees in accordance with established personnel policy and procedures.
+ Ensures that subordinate staff have the proper resources needed to complete assigned work and provides technical expertise to staff.
+ Oversees the E&S and SWM inspection program during construction. Ensures coverage of all required inspections, including during unexpected events.
+ Tracks and maintains all E&S and VSMP related certifications for City inspectors, plan reviews, and administrators.
+ Provides technical assistance to residents, site designers, contractors, developers, and City staff.
+ Prepares and/or reviews various reports, correspondence, and makes presentations for internal and external customers; effectively responds to inquiries from the public regarding related activities.
+ Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.
+ Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
+ Regular and reliable attendance.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
+ Bachelor’s degree in engineering, environmental science, construction management or related field AND 3 years of work experience in construction management, construction inspection services or regulatory compliance.
OR
+ Associate degree/Technical or Trade School degree in engineering, environmental science, construction management or related field AND 5 years of experience in construction management, construction inspection services or regulatory compliance.
OR
+ High School diploma or GED AND 7 years of experience in construction management, construction inspection services or regulatory compliance.
OR
+ An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
+ Previous supervisory experience.
Certifications/Licenses/Other Requirements:
+ Within one year of start date obtain the following VA Department of Environmental Quality (DEQ) certifications: E&S Administrator, VSMP Administrator, E&S Inspector and VSMP Inspector.
+ Must obtain and maintain a valid Virginia Driver’s License and acceptable driving record according to city criteria.
+ Required to successfully pass a pre-employment background check and pre-employment drug screen.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

+ A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
+ A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary.
