The Position
ESD (Employment Security Division) Managers plan, organize, coordinate, and manage the operations and services provided to customers at one or more workforce investment and/or unemployment insurance offices.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
This recruitment is for an underfill of an ESD Manager 2. The incumbent will progress to the next level upon meeting the minimum qualifications. The incumbent will apply knowledge of federal and state laws governing unemployment benefits, including adjudication and appeals processes; review appeals related to unemployment benefits, ensuring fair and accurate decisions; interpret and apply regulations related to workforce programs, and ensure compliance with applicable laws; manage cases involving disputes or challenges to unemployment claims, and conduct hearings as necessary; supervise staff involved in processing appeals and adjudication; work closely with federal, state, and local agencies to stay informed on changes in regulations and workforce conditions; provide guidance and recommendations for improving processes related to unemployment benefits and appeals; and ensure adherence to legal and regulatory requirements in all program administration. The ideal candidate will have a strong knowledge of adjudication processes, unemployment benefits, and appeals hearings; the ability to resolve disputes diplomatically and professionally; experience in analyzing claims, making decisions based on evidence, and applying legal standards; ability to supervise staff, train new employees, and handle performance management and will possess excellent problem-solving, negotiation, and communication skills.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business, public administration or related field and three years of professional experience which included providing services to customers of diverse backgrounds; analyzing, interpreting, and applying complex rules, regulations, policies and procedures; and preparing reports and recommendations; OR graduation from high school or equivalent education and five years of experience as described above, three years of which were at the professional level; OR one year of experience as an ESD Program Specialist I, Unemployment Insurance Representative V, or Workforce Services Representative V in Nevada State service; OR two years of experience as an Unemployment Insurance Representative IV or Workforce Services Representative IV in Nevada State service; OR three years of experience as an Unemployment Insurance Representative III or Workforce Services Representative III in Nevada State service; OR an equivalent combination of education and experience as described above.

Some positions may require additional experience relevant to the applicable program area at the time of application, which will be identified at the time of recruitment.
Additional Position Criteria
Two years experience in processing Adjudication Appeals is required.
One year in conducting Unemployment Insurance Appeals is required.
The Examination
