Job Title – Estimating Manager
Location: Harrisburg, PA 17112
Shift: 7am-5pm Monday-Friday
This position is responsible for monitoring and administering all design and estimating components of construction projects . Responsibilities include ensuring that Estimating staff follow processes and procedures as outlined by company management; playing an integral part of designing new projects with in-house staff, subcontracted design teams, and ownership; and ensuring all estimates are on-time, in the proper format, make logical sense, and are updated at regular intervals to account for new information and future projects. This position requires site visits to ensure adherence to design, as-builts are completed and accurate, and drawings are updated for future projects. The Estimating Manager is expected to complete estimates from high level budgets to detailed construction estimates. This position is responsible for managing 3-5 employees and is an entry level management position.
QUALIFICATIONS Minimum of 15 years combined experience with estimating and construction management. Background in Residential/Commercial Estimating, Engineering or Architecture is preferred. Proven ability to schedule projects and personnel. Working experience with all phases of Site Work. Expert in Commercial and Residential construction. Ability to work closely with customers, construction personnel, other departments, contractors, suppliers, and other team members. Ability to work from drawings and blueprints. Ability to produce and maintain reports. Ability to meet schedules within determined deadlines and hold subordinates accountable. Proficient in Yardi Project Management, Sage Estimating Software, Smartsheet Scheduling, and Take-Off modules. Proficient in Microsoft Word, Excel, Outlook and mobile devices. Must have a solid command of construction fundamentals and OSHA requirements. Well versed in all aspects of construction codes. PHYSICAL DEMANDS Frequently follows complex instructions; processes verbal information and inputs it into a computer system; uses logic in carrying out instructions and procedures; performs basic math calculations; and makes process improvements. Frequently works under stress with interruptions and deadlines while maintaining accuracy. Occasionally works in varying weather conditions including heat, cold, humidity, and precipitation. Must be approachable and be able to converse in a calm and friendly manner verbally, electronically, and in writing. Must be able to handle and/or initiate change. Must have a valid Driver’s License, reliable transportation, and automobile insurance. ESSENTIAL FUNCTIONS
Operations Responsible for all pre-construction activities. Assigns Estimators and other essential personnel to specific projects. Ensures coordination among design/estimating, purchasing, construction, and internal/external customers. In conjunction with the Director of Construction Services, establishes project and construction priorities. Coordinates construction and group asset scheduling with the Director of Construction Services, Project Managers, Property Management Team and Superintendents. Ensures completed start packages are available for Superintendents in order to begin assignments on schedule. Ensure signed contractor contract packages are on file for each projected contractor prior to the start of projects. Assists in the preparation and awarding of site bids, specifications, and estimates – sewer, water, and all other utility coordination and schedules. Ensures all estimates are detailed, i.e., line items with cost by unit of measure, and invitations to bid have a detailed scope of work and specifications for hard bid items.
Process Management Attends weekly Construction department production meetings, reviews weekly performance reports, and schedules employees. Ensures coordination among Construction Field, Design, Estimating, Accounting, and Property Management leasing functions. Along with the Director of Construction Services, coordinates preparation of construction sites. Secures detailed construction estimates from contractors, approves final estimates, and ensures all contractors and suppliers are notified of bid results. Completes regularly scheduled field visits as necessary. Assists the Director of Construction Services in ensuring “high quality” and “on-time” completion of all jobs including close-outs. Monitors all Estimating functions, including the contractor and supplier base and processes for pricing, contract negotiations, bidding, bid evaluations, and selection criteria. Ensures accurate and reasonable high-level estimates are completed during design development, construction estimates are completed pre-bid, and construction estimates are completed at buy out. Ensure the Estimating Team is following proper and consistent processes and document formats. Project Review & Execution Plan Review Identify plan inconsistencies. o Confirm the plan meets design criteria intent Identify plan vs. specification inconsistencies and solutions to those inconsistencies. Development of Estimates Prepare quantity take-offs for proposed projects. Transfer quantity and parts to job cost accounting system. Develop, print, and distribute P.O.’s and job schedules. Maintain current and accurate pricing on file for all projects. Discuss and present pricing options with little to no advanced notice. Purchasing Solicit bids and prepare bid packages. Responsible for initial project preparation. Assist with vendor/supplier parts requisition and pricing. Fill out appropriate forms related to the job start process. Provide drawings to suppliers and contractors for bidding purposes. Ability to manage multiple projects simultaneously. Supervises and conducts all aspects of purchasing. Oversees reporting and estimating system. Solicit bids and prepare bid packages. Prepare quantity take-offs for proposed projects. Responsible for initial project preparation. Assist with vendor/supplier parts requisition and pricing. Fill out appropriate forms related to the job start process. Provide drawings to suppliers and contractors for bidding purposes. Maintain accurate corporate estimate database that provides historical unit of measure costs as well as current costs and rates for all projects. Research variance problems and report solutions as requested. Customer Service Responsible for maintaining customer confidence. O Coordinates with multiple departments to determine exact work requirements. Works with customer to ensure their wants and needs are the same. Implements changes when necessary and making sure all involved parties are aware of changes to cost and schedule. Employee Relations Responsible for hiring, training, and development for staff in the Estimating Department. Monitors employee Qualification Sheets to ensure they are completed and signed off. Approves the use of overtime and PTO when needed. Monitors vacation schedules to ensure available workforce is capable of meeting production schedules. Reviews and approves all time sheets and leave requests. Additional Responsibilities Attends weekly production and Design and Estimating meetings. Along with the Director of Construction Services and General Superintendent, oversees the Quality Partner program. Continuously evaluates the contractor/supplier base. Completes appropriate Continuous Improvement Action Plans. Along with the Construction Manager, ensures Superintendents, assigned personnel, and contractors adhere to all phase specifications.
