Evaluation Team Leader, MENA MELS Activity

Project Summary:

MSI implements USAID’s Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Morocco. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Additional information on the MENA MELS Project is available here. Under MENA MELS, the MSI team will conduct a final performance evaluation of USAID/Morocco’s Cooperative Financing Program (CFP). The program provides capital funding to vulnerable cooperatives to fund their growth and support them in becoming more resilient to shocks and crises. The purpose of this final evaluation is to assess the activity’s performance and progress towards achieving its key objectives and expected results. The evaluation will also serve a learning purpose to identify the extent to which grant selection and disbursement processes were efficient, to assess the benefits cooperatives have sustained from the CFP, and to inform programming for the follow-on activities.

Position Summary:

The Evaluation Team Leader will conduct the CFP performance evaluation in close collaboration with the MSI Headquarters team and local experts. The Leader will oversee the evaluation team and contribute to reviewing document/literature, conducting high-level interviews, and analyzing data. The Leader will design the evaluation framework, draft the evaluation report and other evaluation deliverables. Data collection is expected to combine in-person and remote methods, and travel to Morocco is expected. The period of performance is from December 2024 – June 2025.

 

Responsibilities:

Design and execute the evaluation work plan. Draft all evaluation deliverables based on the approved evaluation design/work plan. Participate in the evaluation inception meetings with USAID and the implementing partner (IP). Spearhead a team planning workshop (TPW) with evaluation team members, likely in Morocco, to review the approved evaluation design/work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables. Coordinate the drafting of instruments for USAID review, with inputs from Subject Matter Experts, including pretesting and finalizing the instruments. Support MSI’s Project Manager to coordinate Local Evaluators and Subject Matter Experts, including training them on instruments and reviewing notes of interviews and group discussions to ensure high-quality data. Participate in data collection with other evaluation team members. Facilitate weekly check-in calls with evaluation team members and the MSI Project Manager to share information and insights. Serve as the lead author for drafting and finalizing the draft and final evaluation report, including responding to comments from USAID, MSI, and the IP. Guide presentation(s) to USAID and key stakeholders regarding the evaluation's findings, conclusions, and recommendations.

 

Qualifications:

Master’s degree in sociology, social research, international studies, or related discipline required. Minimum 10 years of relevant experience in monitoring and evaluation required, including leading performance evaluations. Experience with qualitative research methods for data collection and analysis, including conducting literature review/desk studies, semi-structured interviews, key informant interviews, and group discussions is required. Experience leading evaluation teams, including overseeing data collection and analysis, is required. Experience working in the Middle East and North Africa region preferred. Experience conducting evaluations of USAID-funded activities, preferred. Knowledge and understanding of private sector development required. Knowledge of USAID program cycle, evaluation requirements, and relevant guidance preferred. Strong client-facing communication, presentation, and advanced writing skills required. Fluency in written and spoken English required. Oral and written proficiency in Arabic and French preferred.
