Project Summary:
MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions within the geographic area of coverage. Presently, PIMMELA is working with the USAID Mongolia in the conduct of its mid-term evaluation of the Mongolia Energy Governance (MEG) Activity. MEG has three overarching objectives: 1) to improve planning and operational performance of electricity and heating systems, 2) to increase market competitiveness in the power sector, and 3) to enable adoption of modern energy technologies. This evaluation has two equally important purposes: 1) to identify appropriate management and implementation strategies that need to be adjusted or adapted during the remaining duration of the activity, and 2) to inform the conceptualization, design and implementation of any follow-on activities that may evolve from the current MEG activity.

Position Summary:
The Evaluation Team Leader Consultant will be responsible of overseeing the entire conduct of the evaluation, ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID.
Responsibilities:
Oversee all aspects of the evaluation in close coordination with the PIMMELA Activity Manager. Supervise the evaluation team at all stages of the evaluation process, provide feedback of its progress to PIMMELA and USAID, and address technical concerns. Coordinate the design and implementation of evaluation activities such as desk reviews of relevant project and secondary documents and data sources relevant to the evaluation, focus group discussions (FGDs), key informant interviews (KIIs), and surveys with activity stakeholders. Guide the briefing on the final evaluation work plan just before the team begins the fieldwork and provide interim briefings during fieldwork. Ensure the accuracy, consistency, and completeness of data and information received. Ensure triangulated evaluation of internal and external quantitative and qualitative data/information with those from the field, such as stakeholders and beneficiaries. Ensure the disaggregation of results by sex whenever applicable and draw out sex-specific conclusions and recommendations in the analysis. Manage the presentation of initial and final findings, conclusions, and recommendations in at least two debriefings with USAID and the implementing partner. Write and submit the first draft of the evaluation report containing the findings, conclusions, and recommendations. Revise and resubmit the final report on the designated deadline based on feedback received from USAID and PIMMELA. Facilitate and provide technical inputs and insights in a Recommendations workshop and dissemination and learning session with USAID Mongolia and relevant stakeholders. Write and submit a short evaluation brief summarizing key findings, conclusions, lessons, and recommendations in an easily digestible format using infographics.
Qualifications:
Master’s degree in economics, statistics, engineering, political science, development studies, or any of the relevant science or social sciences fields required. Minimum five years of experience in conducting evaluations, assessments, and studies, including experience working with international organizations or international NGOs required. Minimum seven years of experience preferred. Minimum three years of experience managing teams working on data collection, analysis, and reporting required. Experience in supporting donor-funded projects required. Experience in USAID projects preferred. Experience doing evaluations, research, studies, and/or assessments in Mongolia preferred. Familiarity with energy sector programming and projects required. Ability to write clear, concise, and complete message-driven reports of evaluations, assessments, research, and studies required. Ability to oversee technical quality control on work products required. Ability to work in a fast-paced environment while remaining flexible, positive, and approachable required. Strong analytical, interpersonal, and team management skills required. Professional written and verbal language skills in English required.
