**About the Paid Leave Division:**
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
**Position Purpose:**
This position will be responsible for leading evaluation efforts for the Paid leave program. This is a unique opportunity to build the infrastructure before program launch, inform strategy and enable significant impact evaluation. Working with a wide variety of stakeholders, this position will build evaluation plans, develop research partnerships, and create data sharing agreements. This role will help ensure the Paid Leave team keeps focused on its goals of equitable outcomes, positive user experience and having a positive impact on the most marginalized communities across Minnesota.
This is the perfect role for an experienced evaluator who has experience with State data systems and is excited to build evaluation infrastructure from the ground up.
**Key Responsibilities Include:**
+ Develop program Theory of Change and department-wide performance measures
+ Lead data infrastructure development and linkages to other administrative data systems for program performance measurement and evaluation
+ Lead data and evaluation around outreach and communications efforts
+ Cultivate relationships with researchers and research institutions to conduct research and evaluations of MN paid leave program that provide long term benefits to program users and the state of MN
+ Develop data agreements across department, agency and non-profit partners in order to support research and evaluation efforts.
+ Coordinate and complete cross-departmental reporting efforts
+ Provide analytical and statistical analyses as needed to support program implementation and evaluation, with a specific focus on equity.
**Community of Practice**
This role will be a part of our Analytics Community of Practice, working in close partnership with analytics leaders across the Paid Leave functions. We’re currently hiring for each of the three (3) roles detailed below:
The **Evaluation Coordinator** **(this role)** will sit on our Policy team, leading program evaluation efforts to measure how the Paid Leave program delivers against our goals of equitable outcomes, positive user experiences, and having a positive impact on the most marginalized communities across Minnesota. This role will develop partnerships across the Paid Leave division, other State agencies, and external researchers to enable robust evaluation.
The **Manager of Operational Analytics** will sit within our business operations and is responsible for creating performance visibility across the Paid Leave operation on a daily and aggregate basis. This manager will lead a team of 5-7 analysts and will support all functions within the operation, including Claims Adjudication, Contact Center, Payments, Risk, Compliance, and Appeals.
The **Manager of Data and Analytics** will sit on our Product team and is accountable for delivering holistic, horizontal value stream data aligned and prioritized with Paid Leave strategy. This is the most technical of the 3 roles, serving as a liaison to IT tech teams. The Analytics product team will also produce analytics to understand how our applications are performing, to guide other product teams toward continuous improvement opportunities.

This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. **Minimum Qualifications**

Four (4) years of experience leading and coordinating evaluation of governmen t programs or other closely related field as determined by the agency.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Experience developing and conducting formative and summative evaluations
+ Project management skills with demonstrated ability to execute and follow through to achieve intended results
+ Ability to leverage strategic and practical thinking, showcasing exceptional analytical skills, to ensure evidence is used to advance decision-making
+ Experience communicating to key stakeholders, which could include written, data visualizations and cogent presentations
+ Experience overseeing evaluation staff and/or contracted evaluations in the design, data collection, and implementation of an evaluation
**Preferred Qualifications**
+ Experience using a variety of research and analysis techniques
+ Experience with qualitative evaluation methods including use of qualitative software (e.g., R, SPSS, STATA, SAS, Atlas.ti, nVivo)
+ Experience developing relationships with external researchers and evaluators
+ Experience with State administrative data, data sharing agreements, data set linking
+ Ability to deal with ambiguity, start up environment, little or no procedural precedent
+ Experience and/or knowledge of culturally responsive and equitable research and evaluation methodologies
