The hiring salary for this position will be from the min to mid-point of the salary range.
The Executive Director of Facilities Management is responsible for establishing and implementing a strategic and operational direction for the department while providing the best possible service to the college community. Working in collaboration with a multi-discipline team from across the college, the executive director is responsible for overseeing the planning, maintenance, and operations of all college facilities, ensuring a safe, functional, and accessible environment. This role involves leading a team of highly skilled staff members in the management of buildings, grounds, vehicles, campus infrastructure, and environmental health and safety for four campuses and two instructional sites. The executive director is also responsible for planning and implementing small capital and deferred maintenance projects; providing input and support for major capital projects; and developing environmental sustainability initiatives.

ESSENTIAL JOB FUNCTIONS
60% - Facilities Management and Operations:
Leads planning, management and maintenance of buildings, grounds, vehicles, and utilities for four campuses and two instructional sites.Translates the college’s Facility Master Plan into a tactical execution plan for the betterment of the college and in support of the institutional strategic plan.Initiates and leads strategic and tactical planning efforts to ensure the department is effectively using resources to provide high quality, cost-conscious services to the college community. Develops and implements quality improvement plans for Facilities Management operations. Plans, monitors, and executes an annual Facilities Management operating budget of approximately $6M.Develops a multi-year preventative maintenance program and deferred maintenance plan and makes recommendations to address high priority item in a strategic manner.Oversees facilities conditions assessments to establish priorities for facility repair, replacement, or capital renewal.Develops and implements an energy conservation and environmental sustainability program.Plans and implements the college recycling and waste minimization programs.Ensures compliance with all relevant laws, regulations, policies, and procedures.
20% - Leadership & Supervision
Provides effective leadership, mentoring, planning, and execution for all facilities services.Oversees the selection, evaluation, employee relations, training, and professional development of approximately 50 department staff members.Directly supervises an Assistant Director, three Superintendents, and one Operations Manager.Develops and monitors metrics to ensure the organization is operating efficiently and effectively, serving college needs within budget.Establishes and maintains departmental employee performance standards.
20% - Facilities Project Management
Plans and oversees all projects related to building services, preventative maintenance, vehicle fleet maintenance, landscape maintenance, snow removal, waste management, and roadway and parking services.Establishes and oversees an ongoing preventive maintenance and deferred maintenance program that covers all major mechanical systems, electrical systems, HVAC systems, and building structures (interior and exterior).Prepares energy conservation plans, implements energy and utility savings projects, and establishes standards for the efficient use of utilities. Provides support to capital project planning, development, and construction.Oversees projects being performed by contractors to ensure that their performance, work schedules, and compliance with design criteria/specifications are in alignment with contract documents and meet project expectations.

Required Education and Experience:
Bachelor’s degree in business, construction management, engineering, or related field is required.Minimum eight years of progressively responsible administrative, supervisory, and facilities management experience with a college/university or large company.
Preferred Education and Experience:
One or more of the following educational or experience related designations preferred: International Facility Management Association (IFMA), Certified Facility Manager (CFM), Certified Energy Manager (CEM), ore equivalent.
Licenses, Certifications, or Additional Requirements:
Availability for occasional work off hours or on-call emergencies including weekends, holidays, or as necessary is required.
Knowledge, Skills, and Abilities:
Experience in maintenance and service contract compliance/procurement. Project management experience in overseeing capital projects, maintenance plans, and/or renovation projects. Demonstrated proficiency with Microsoft Office Suite and Computerized Maintenance Management Systems.Demonstrated ability to resolve conflicts and relate to and build teams is required. Demonstrated experience in managing the finance/budget of a large complex organization and projects. Ability to manage in a diverse environment with a focus on customer service is required. Demonstrated experience in interacting effectively with stakeholders and coworkers while maintaining a professional and positive attitude and developing a team environment.
