The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.
FPS is seeking a candidate to serve as the Executive Director of Permanency Support Services (PSS), a program area in the Office of Strategic Program Support. PSS is dedicated to increased rates of permanency and reduced lengths of stay for children in foster care, as well as the provision of post-permanency assistance. PSS works in collaboration with other FPS units and ACS divisions, as well as with provider agency staff, youth, adoptive parents and kin guardians, adoption attorneys, Family Court and the Office of Children and Family Services (OCFS). Under Permanency Support Services there are three functional areas, Adoption Subsidy Unit, Kinship Guardianship Assistance Program (KinGAP), and Post-Permanency Services.
The Executive Director will report directly to the Associate Commissioner of the Office of Strategic Program Support and be responsible for managing the daily operations and required administrative functions of the various units.
The duties and responsibilities of the Executive Director will include, but will not be limited to:
- Responsible for processing adoption subsidy applications.
- Provide training and technical assistance to foster care agencies.
- Process KinGAP applications and subsidy agreements, provide training and technical assistance to ACS and provider agency staff, and troubleshoot administrative issues that may be a barrier to KinGAP.
- Provide direct assistance and referrals to support reunified, adopted and KinGAP children and families.
- Implement processes to verify adoption and KinGAP subsidies and process KinGAP and adoption subsidy applications for change of payees as appropriate.
- Responsible for post-reunification support grant monitoring, post-permanency customer service unit, interstate compact adoption and medical assistance, and ICAMA for families
- Investigate, review, and responds to adult children requesting information regarding their families.
- Oversee the execution of state and federal audits ensuring the highest level of service quality and internal controls and business process are closely aligned with OCFS policies, procedures and best practices.
- Strengthen practice and improve unit operations, efficiency, productivity, data utilization and business review strategies.
- Research case-specific details for children that have achieved permanency via Adoption and KinGAP and share summary information with ACS leadership and other divisions as requested.
- Work with foster care provider agency leadership and staff to support and improve provider practice and performance.
- Work with OCFS, the Family Court, and other stakeholders to implement strategies to support adoption and KinGAP goals.
- Support implementation of the FPS Core Collective Priorities ensuring that strategies promote permanency through Reunification, Adoption and KinGAP are met.
- Represent the Division of Family Permanency Services and conduct public presentations for various stakeholders.

Qualifications
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
