The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

 

SPA has an immediate need for a Program Analyst supporting the AUKUS Nuclear Powered Submarine governance team.

Responsibilities

In this role, the Program Analyst will serve as an Executive Secretariat supporting the NAVSEA AUKUS program within Team Submarine responsible for the integrated support to the Australian Nuclear-Powered Submarine initiative. This role is dual-hatted across the US AUKUS program office and the AUKUS Portfolio Office, a trilateral decision support organization. Responsibilities will include serving on the US Executive Secretariat team, which functions as part of the broader Governance and Executive Secretariat Branch, developing new processes and approaches to novel trilateral program management, organizing and supporting senior-level trilateral governance meetings, tracking high-visibility action items, monitoring program status and acquisition efforts, coordinating program wide initiatives and actions, and developing and implementing knowledge management systems (KMS) or approaches to provide a centralized place to store information and access it readily. Information will include identifying and archiving key decisions and associated rationale, technical baselines, resource allocations, staffing and lessons learned across various levels of classification. Experience operating in fast-paced/start-up environments and briefing senior executives is a plus.

 

Successful candidates will be proactive, resilient, and have a "get stuck in" mentality. The ideal candidate will possess experience in strategic planning and task management, coupled with exceptional communication and diplomatic skills. A proven track record in stakeholder engagement and secretariat functions is essential, along with a keen eye for detail. The role requires flexibility, exceptional attention to detail, a commitment to continuous improvement, and a passion for fostering a diverse and inclusive work environment.

 

Washington, D.C. Pay Transparency Range:  135-150k.

 

Qualifications Bachelor’s degree in international relations, political science, business administration (or other relevant field)8-10 years’ experience (preferrably in a government office, either as civilian, contractor, or military)Strong organizational and interpersonal skills, with high emotional intelligence and experience with diplomatic stakeholder relationshipsStrong attention to detail and experience with process development/improvementExperience with knowledge management and data visualizationStrong written and verbal communication skills and proficiency with MS Office applicationsCurrent DoD SECRET clearance and the ability to maintain it throughout employment
