What You Will Do:
Guide is seeking an Exercise and Emergency Management Subject Matter Expert, the person in this role will provide all required support to design, develop, conduct, and evaluate stakeholder exercises in accordance with HSEEP guidance. These exercises will include both discussion- and operations-based events, as determined by stakeholder needs and CISA priorities. Exercise development, execution, and evaluation tasks typically include, but are not limited to:

Supporting key planning milestones such as the Concept and Objectives Meeting (C&O), Initial Planning Meeting (IPM), Midterm Planning Meeting (MPM), Master Scenario Events List (MSEL) development and coordination, and Final Planning Meeting (FPM). Developing exercise material, as outlined below; facilitating or controlling the exercise; managing exercise logistics; managing exercise data collection and analysis to support evaluation.Developing After-Action or Summary Reports to capture exercise outcomes.  Provide HSEEP, cybersecurity, and/or infrastructure security subject matter expertise (SME) at all directed meetings. Exercises can be in-person, virtual, and/or web-based.Creating realistic exercise scenarios and objectives aligned with organizational goals and potential threats.Developing detailed exercise plans, including timelines, participant roles, communication protocols, and evaluation criteria.Crafting scenario injects and event timelines to drive realistic decision-making during the exercise.Lead the exercise control team to manage the scenario, inject events, and monitor participant actions.Developing comprehensive evaluation plans with specific metrics and key performance indicators.Observing exercise activities and documenting participant performance against established criteria.Conducting after-action reviews (AARs) to identify strengths, weaknesses, and areas for improvement.

What You Will Need:

An ACTIVE and MAINTAINED TOP SECRET Federal or DoD security clearanceBachelor’s degreeFIVE (5) or more years of experience related to Exercise Development or Exercise Design or Program Management or Analytical Support and/or Emergency Management

What Would Be Nice To Have:

Master’s Degree Preferred Master Exercise Practitioner (MEP) certificationUnderstanding of Cybersecurity and Infrastructure Security Agency (CISA)Strong written and verbal communication skillsDeep understanding of HSEEP Framework
