Responsible for the management of personnel and resources required to support the safe and effective planning and execution of F-22 flight and ground test missions at Edwards AFB, CA. This position is for the first line manager of AVS Discipline Engineers (DEs), Ground Operations Engineers (GOEs), and Material Review Board (MRB) Engineers for F-22 developmental testing at the F-22 Air Dominance Combined Test Force (CTF) at Edwards AFB. Performs Full Spectrum Leadership duties and Project Engineering support, to include EVMS CAM support as well as managing and supporting contract proposal efforts. This position shall be responsible for leading, directing, and managing aircraft engineering driven maintenance activities for the F-22 CTF, and making timely recommendations to the CTF Senior Leadership team. The selected candidate must be able to effectively communicate with CTF Senior Leadership, Maintenance & Engineering Leadership, various other Integrated Product Teams (IPTs), and the USG Program Office customer. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, employee recognition, disciplinary actions, work assignments and salary for a team of approximately 10 to 12 multi-discipline test engineers.
Other tasks include:
• Provides people and processes to plan, coordinate and execute aircraft maintenance solutions across all flight test discipline, utilizing a multi-functional team.
• Assigns aircraft test team duties, coordinates training, reviews the team’s work product and provides mentoring.
• Participates in technical and test planning meetings to include flight & ground test readiness review boards, flight clearance, Aircraft Operating Limits and General Maintenance Limitations reviews.
• Participates in CTF long range scheduling, daily maintenance status & test ops A/C config meetings in order to provide engineering status & updates.
Must be willing to work extended hours and weekends when required; travel required is minimal.

Basic Qualifications:
- BS Degree in STEM field
- Significant experience and knowledge of Flight Test aircraft maintenance and air vehicle engineering practices
- Relevant operational experience and knowledge of military aircraft test operations
- Demonstrated team leadership experience in a Test & Evaluation technical field
- Minimum 14 years (12 years with a STEM MS) of relevant experience
- Firm understanding of Air Vehicle Systems (AVS) engineering and Material Review Board (MRB) processes
- Significant experience and knowledge of Ground Operations Engineering (GOE)
Desired Skills:
- Secret security clearance required to start; ability to obtain and maintain a Top Secret and Program SAP clearances
- Flight and ground test experience on F-22 aircraft
- Test Readiness Review (TRR), flight clearances, test scheduling, and test planning experience
- F-22 Configuration Management (CM) experience
- Excellent Communication and Presentation skills
- Familiarity with AFFTC and 411th Test Squadron operations, processes, and procedures
- MS in STEM field
- Military base Combined Test Force (CTF) experience

Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Maryland, Washington or Washington DC is $118,100 - $226,400. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
