Northrop Grumman’s Aeronautics Systems sector is looking for a Program Manager 3 to guide a team of qualified, diverse individuals on our F-35 Program supporting the Air Dominance Division. This leadership role will lead our Development Restricted / Standalones line of business, reporting directly to the F-35 Development Operating Unit Leader onsite in Redondo Beach, California.

This leadership position will oversee all Development Programs directing restricted activities and infrastructure / enabling capabilities within the portfolio. The successful candidate is expected to be capable of managing technical work scope while coordinating across internal teams and external customers in a high-tempo environment. This role will actively work with the F-35 Development Operating Unit and leadership team to integrate, control, and manage program requirements to ensure success of all Restricted / Standalone Programs and related activities. You will oversee and manage operational aspects of ongoing development projects and participate in day-to-day decision-making with managers, directors, and customers at various locations.  Regular activities include tracking and reporting of performance and technical progress, identification of staffing/resource needs, and the professional development of assigned staff. Responsibilities include meeting established cost and schedule targets and resolving technical and operational problems. Travel of up to 20% of the time may be required.

The position is accountable for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities, include but are not limited to:

Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholders Identifying, allocating and managing program resources, including workforce planning Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsManaging Government/customer supplied property or information (GFE, CFE, etc.) Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standards Ensuring program team understands and adheres to contract scope, and manages change through control board activities   Development and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realization

Basic Qualifications:

Bachelors degree and 10 years of related experience as defined below OR a Masters degree and 8 years of related experience as defined below OR Bachelor of Science in STEM and 9 years of related experience as defined below OR OR Master of Science in STEM and 7 years of related experience as defined belowRelated experience includes professional and/or military experience to include a background in project management, quality, program management, business management, global supply chain, engineering, contracts management, proposals and/or capture efforts, and/or business management related functionsMust have a minimum of 4-years of experience leading a team, process, and/or projectsMust have experience in program management in the defense industry or relevant military experienceAt minimum, an active DoD Secret level clearance is required to apply and to start the role, with the ability to obtain and maintain Special Program Access within a reasonable amount of time as determined by the Company to meet its business needs

Preferred Qualifications:

Experience leading the development of new technology insertions onto aircraft platformsExperience in aircraft engineering and modernizationExperience in manufacturing complex weapons systemsSoftware Development experience, including Agile and DevSecOps processesExperience managing communications with stakeholdersDemonstrated depth in technical and business acumenMaster’s degree and advanced training in program managementProfit & Loss responsibility with demonstrated ability to achieve financial performance targetsThe ability to address uncertainty through an organized and analytical forward-looking approachExperience with Earned Value Management

Salary Range: $180,600.00 - $271,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
